Athens International Airport SA (hereinafter called “AlA”) in compliance with the Airport Development Agreement as ratified by Law 2338/1995 (Government Gazette A’202/14.09.95), is inviting companies, groups of companies or consortia with proven experience in cleaning services, to participate in the tender for the provision of cleaning services at the Athens International Airport “Eleftherios Venizelos”, as further detailed in II.2.1 below.

The scope includes the provision of cleaning services (routine / general cleaning, remedial cleaning, special cleaning, spill response, WC related supplies distribution, pest control) within the Airport boundaries on a 24hr basis. The awarded contractor will be required to ensure adequate capacity in terms of equipment as well as public, non-public & technical areas cleaning know-how and pest control expertise and shall operate under a high level of performance, aesthetics, environmental protection and health & safety standards.The scope is divided into the following 2 lots, as further detailed in Annex B:— Lot 1: terminal cleaning services,— Lot 2: ancillary buildings and exterior areas cleaning services.More details are included in the tender documents.

All parties interested in receiving the relevant tender documents are invited to participate in the following process: Applicants are requested to submit a written application (either by letter, fax or email) until 30.12.2011 (11:00, local time). The written application should carry the indication "Application regarding the cleaning services" and should be addressed in case of letter to: the Athens International Airport, Procurement Department, for the attention of Mr. K. Papathanassiou, Administration Building (17), 190 19 Spata – Greece, in case of fax to: +30 2103537734 and in case of e-mail to the following e-mail addresses: Papathak@aia.gr and copy to AnagnostouA@aia.gr. In this application the following information is required: — name of applicant and contact person, address, telephone and fax number, — a payment confirmation (through bank order) for the tender documents as detailed under section IV.3.3 of this contract notice, — the way the applicants are interest in receiving the tender documents i.e. either by courier or collection from AIA’s premises. Following the submission of both their written application and the payment confirmation, the applicants can collect the tender documents directly from the address stated above or receive a copy by courier as they have requested with their application, in order for them to prepare and submit their proposals within the time schedule stated under Section IV.3.4. of this contract notice i.e. until 9.1.2012 (12:00, local time). Applicants shall bear the tender documents dispatch cost, if dispatch by courier. For requirements relating to the economic and financial capacity and/or the technical and/or the professional abilities of the applicant, the latter may where necessary and for a particular contract rely on the capacity of other entities in accordance with the provisions of Article 54 (5) and (6) of Directive 2004/17/EC. The contract will be subject to Greek Law. More details will be included in the tender documents which will be dispatched to the interested applicants. AIA reserves the right not to proceed with the contract(s) at any stage of the tender process.

The awarded contractor shall be required to provide cleaning services for lot 1 according to section 3 below.

Ποσότητα ή έκταση:

Lot 1 relates to the provision of cleaning services defined in section II.2.1 at approximately 150 000 m2 of built surface and the associated façade glass, façade non-glass, building roofs as well as any other equipment, furniture and infrastructure of the main and satellite terminals (excluding concessionaires’ & tenants’ areas).

The lot 1 areas are classified according to their usage into the following basic categories:

— Public areas,

— Public sanitary,

— Restricted administration,

— Restricted sanitary,

— Restricted common,

— Other areas.

This classification allows for the operational identification of areas with restricted or non-restricted access to public, areas with different space usage.

The awarded contractor shall be required to provide cleaning services for lot 2 according to section 3 below.

Ποσότητα ή έκταση:

Lot 2 relates to the provision of cleaning services defined in section II.2.1 at approximately 74 000 m2 of built surface and the associated façade glass, façade non-glass, building roofs, as well as any other equipment, furniture and infrastructure of the ancillary airport buildings, technical areas and gatehouses (excluding concessionaires’ & tenants’ areas) and approximately 1 100 000 m2 of exterior areas.

The lot 2 areas are classified according to their usage and this classification of areas indicatively contains, but is not limited to, the following types of spaces:

— Restricted administration areas,

— Restricted sanitary areas,

— Restricted common areas.

The scope is divided into the following 2 lots, as further detailed in Annex B:

— Lot 1: terminal cleaning services,

— Lot 2: ancillary buildings and exterior areas cleaning services.

AIA reserves the right, at its sole discretion, after the expiry of the contract period, as per section II.3 below and section 4 of Annex B, to extend one or both of the contracts for up to three (3) additional years.

Applicants will be asked to provide:

— proof of their financial ability to undertake the services in relation to anticipated contract cost by providing bank references and duly certified audited accounts for each of the previous three (3) financial years,

— proof that their minimum average annual turnover in relation to cleaning services projects for the last three (3) years is as follows: for lot 1 - 2 000 000 GBP with at least one project of 1 000 000 GBP value and for lot 2 - 600 000 GBP.

Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:

The applicants will be asked to submit for each Lot, with their proposals, a participation bond, to be returned following award of the contract in accordance with the terms and conditions of the tender documents. The awarded contractor for each Lot will then submit a performance bond, upon signing of the contract. Details and prerequisites will be provided for in the tender documents.

In case applicants form and participate in the tender for one or both lots as a group of companies or consortium, they may be requested to either execute a binding consortium consolidation deed or to form a capital company, prior to contract award, with joint and several liability. Interested participants may lodge an appeal before the Contracting Entity, by specially specifying the legal and real causes that justify their application within a deadline of ten (10) days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to the representative or the authorized attorney of any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of fifteen (15) days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures. If the appeal is rejected, or no action is taken pass the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Courts as per provisions of Law 3886/2010.
