Athens International Airport S.A. (hereinafter called "AIA") in compliance with the Airport development agreement as ratified by Law 2338/1995 (Government Gazette A’202/14.09.95), is inviting companies, groups of companies or consortia to express their interest in the procurement of 7 no. new, low floor, EEV technology, diesel engine, urban type buses, licensed in compliance with the applicable legislative framework, for the internal transportation of Airport employees.

The overall scope for the "internal transportation buses replacement" is divided into the following 2 Lots, as further detailed in Annex B:Lot 1: Provision of Three (3) Internal Transportation Buses - characteristis detailed under Annex B (1).Lot 2: Provision of Four (4) Internal Transportation Buses - characteristis detailed under Annex B (2).The buses for each Lot must:— adhere to the principles of ergonomics and the relevant accident prevention legislation in regards to their use, type of technology, maintenance and repair, valid at the time of the Tender. Buses will have "type approval" which must be in compliance with the applicable legislative framework for the circulation of buses in Greece,— be identical in construction and operational terms for buses within the same Lot. Any manufacturing materials, assemblies, accessories, parts, controls, electric parts, common materials etc. used, must be of the same type and supplied by the same manufacturer. Materials or parts by other suppliers or manufacturers may be used only if these are commercially available as genuine spare parts on the free market,— be equipped with a fuel tank, or two communicating fuel tanks, allowing a minimum fuel autonomy of 250 kilometers,— be fitted with a comprehensive air-conditioning system,— have a warranty for all mechanical, electrical, electronic components which should be provided for at least 2 years, or 200 000 km, whichever occurs first. The warranty against corrosion in regards to bodywork components and the floor grid work must be for at least 12 years,— be provided with appropriate fault diagnostic unit (software and hardware).In addition, the following are required for each Lot:— Provision of training for AIA's maintenance team,— Testing and commissioning,— The purchase of a part of AIA's current fleet,— Technical support,— Spare parts and consumables availability.More details will be included in the Tender Documents which will be dispatched to the interested applicants.

All parties interested in receiving the relevant Tender Documents are invited to participate in the following process: Applicants are requested to submit a written application (either by letter, fax or email) until 22.8.2011 (10:00, local time). The written application should carry the indication "Application regarding the Internal Transportation Buses Replacement" and should be addressed in case of letter to: the Athens International Airport, Procurement Department, for the attention of Mr. K. Papathanassiou, Administration Building (17), 190 19 Spata – Greece, in case of fax to: +30 2103537734 and in case of email to the following email addresses: Papathak@aia.gr and copy to AnagnostouA@aia.gr. In this application the following information is required: — name of applicant and contact person, address, telephone and fax number, — a payment confirmation (through bank order) for the tender documents as detailed under section IV.3.3 of this Contract Notice, — the way the applicants are interest in receiving the Tender Documents i.e. either by post or collection from AIA’s premises. Following the submission of both their written application and the payment confirmation, the applicants can collect the Tender Documents from the address stated above or receive a copy by post as they have requested with their Application, in order for them to prepare and submit their Proposals within the time schedule stated under Section IV.3.4. of this Contract Notice i.e. until 31.8.2011 (13:00, local time). Applicants shall bear the Tender Documents dispatch cost and may be requested to supply additional information. More details will be included in the Tender Documents which will be dispatched to the interested applicants. AIA reserves the right not to proceed with the contract at any stage of the tender process. The contract will be subject to Greek law.

Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:
The applicants will be asked to submit, with their proposals, a Participation Bond for each Lot in which they are submitting a proposal, to be returned following award of the contract in accordance with the terms and conditions of the Tender Documents. The awarded Contractor for each Lot will then submit a Performance Bond, upon signing of the contract. Details and prerequisites will be provided for in the Tender Documents.

Interested applicants may lodge an appeal before the Contracting Entity, by specially specifying the legal and real causes that justify its application are obliged, within a deadline of ten (10) days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to the representative or the authorized attorney of any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of fifteen (15) days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures. If the appeal is rejected, or no action is taken pass the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Court of First Instance, as per provisions of Law 3886/2010. The provisions of applicable legislation providing for the exercise of administrative appeals against the carrying out of public tenders are not affected.
