(hereinafter called “AlA”) in compliance with the Airport Development Agreement as ratified by Law 2338/1995 (Government Gazette A’202/14.09.95), is inviting experienced companies, groups of companies or consortia to express their interest for the provision of Maintenance and Support Services of Desktop IT Equipment for Athens International Airport “Eleftherios Venizelos”, as further detailed in II.2.1 below.

In brief, the scope of the Maintenance and Support Services for Desktop IT Equipment, referred to in paragraph II.1.5, includes the provision of maintenance and operational support of Information Technology Services to all end user IT equipment and the end user software operating systems & applications both owned by AIA. The aforementioned Services shall be provided through a well established Help Desk function fully manned in terms of human presence and automation. Part of the said automation shall be provided by a state of the art service Desk Tool in the form of a software tool (either installed in-house or installed at the contractor’s premises or as Software as a Service). The Desk Tool will be used by all IT&T users as a complete management function including reporting, escalation of incidents, change management, configuration management data base (CMDB) activities, tickets processing by the IT&T business development and account managers.The requested Help Desk Services are divided into:— call center services,— hardware maintenance services, and,— H/W & S/W support services on site and remotely.The Help Desk Services will be offered both to AIA and non-AIA users. Recipients of the requested services will be all AIA users, Airport Community customers as well as passengers (wiz, kiosks, web site, etc) for all IT&T services and they will be provided on a 24x7x365 basis.The user population comprises approximately 700-750 AIA users (all levels) and approximately 15 000 non-AIA potential users. Approximately 480 companies are located in the Airport premises (F&B, Airlines, handlers, public authorities, retail stores, etc), referred as Airport Community customers. AIA premises include 71 buildings that are separated from each other and connected with a Gigabit backbone. The equipment in question is located in various buildings inside the Airport premises. There are currently supported seven (7) major corporate applications and forty (40) major client software applications. IT&T Call Center currently receives approximately eleven thousand (11 000) telephone Calls & 1 000 e-mails per year divided in the three following general categories: maintenance, support, informative calls. Six thousand (6 000) tickets dispatched are related to desktop maintenance and support issues. Approximately eighty five per cent (85 %) of these tickets concern AIA personnel support & troubleshooting issues (including specialized requests from ITT personnel).The Contractor should secure provision of certified and sufficiently skilled technicians and help desk agents for support to all AIA and customers’ software and desktop equipment, and the provision of an adequate number of personnel to cover AIA’s and customers’ facilities.More details will be described in the tender documents, which will be dispatched to the short-listed applicants.

The Expression of Interest statement (cover letter signed by the representative(s) of each company) and all requested documents must be submitted in four (4) copies (one of which must be clearly marked as “Original” and initialed) in a sealed envelope, carrying the indication “Expression of Interest for the Maintenance and Support Services of Desktop IT Equipment”, and is to be sent to: Athens International Airport S.A., Administration Building (17), Procurement Department, for the attention of Mr. Κ. Papathanassiou, GR-Spata 190 19, Greece. The Expression of Interest must be submitted in accordance with the time schedule stated under section IV.3.4 of this Contract Notice, i.e. 28.11.2011 at 13:00 hrs local time. Following the pre-selection process, the short-listed applicants will receive the tender documents by AIA and will be invited to submit their proposal. Applicants may be requested to supply additional information. AIA reserves the right not to proceed with the contract at any stage of the tender process. The contract will be subject to Greek Law.

1. Details of profile and organizational scheme of applicant(s), link with parent company and/or other group of consortium members (if applicable). Applicants shall submit certified copies of their constitutional documents (e.g. articles of incorporation / signing and administrative authorities) in their latest valid edition.

Applicants shall provide documentary proof of its decision to participate from its Board of Directors or its legal representative(s).
Applicants that intend to form or participate in a group of companies or consortium should provide written evidence and clearly state:
— the share of their participation together with the tasks and functions to be undertaken by each one of them, which shall not be altered without the prior written consent of AIA,
— their explicit declaration assuming joint, several and full liability towards AIA throughout the tender and the term of the contract for the provision of services and for the prompt, timely, proper and full execution of all the applicant’s responsibilities, obligations and terms under the contract and the fulfillment of all terms of this tender,

— their explicit designation of one member to act as leader who shall be duly and legally authorised to fully represent and bind the members that constitute the group of companies or consortium throughout the tender and to sign the relevant contract in case the group of companies or consortium is declared as the preferred bidder.

Each applicant is not allowed to participate in the tender more than once (either individually, or in parallel through an affiliate or subsidiary company, or in parallel as a member of more than one group of companies or consortia).
In case that an applicant is connected with any of the shareholders of AIA, or with any person connected or controlled by AIA, as defined and within the meaning of the ADA (Article 20.3), it should be clearly stated in their submitted documents.
2. Certificate (original or duly certified copies) of enrolment with the professional or trade register under the conditions laid down by the laws of the country in which the applicant is established;
3. Valid (original or duly certified copies) certificates issued by the competent authorities in the country in which the applicant is established or solemn declaration made before a duly administrative authority or notary, proving that:
a. the applicant has fulfilled his obligations relating to the payment of social security contributions and the payment of taxes in accordance with the legal provisions of the country in which he is established;
b. the applicant is not, and no motion has been raised against it, seeking to place it in a state of bankruptcy, liquidation, obligatory administration, suspension of operations, or any other equivalent situation in accordance with the legal provisions of the country in which he is established;

c. evidence that the legal representative of the applicant has not been convicted of offences indicatively with regards to participation in a criminal organisation, corruption, fraud, money laundering, theft, misappropriation and any other related offences.

Further to the above, applicants, or their subcontractor(s), will be excluded from the tender if they have been guilty of grave professional misconduct, in case that they have proceeded in actions or omissions inter allia capable to damage the reputation, the clientele, the activities or the future of AIA, and/or capable to damage the honor or reputation of AIA’s officials and employees, by spreading or supporting, inter allia, false news or purporting to defame or to insult AIA or its employees, or has been issued against such participant or subcontractor a court decision as a result of a litigation of any kind with AIA, or in any other action or omission, which as per business ethics, business common practices and according to good faith constitutes a professional misconduct.

Proof must be provided of the applicants (in case of group of companies or consortium by each individual member):
a. financial ability to undertake the Services in relation to anticipated contract cost by the provision of duly certified audited accounts for each of the previous three (3) financial years. Applicant's overall turnover and separately, if applicable, the turnover in respect to the scope to which this tender relates, should also be provided.

b. credit worthiness by submitting Bank references.

Proof must be provided by applicants in accordance with the following:
1. Experience in projects of similar scope and size executed during the past five (5) years. More specifically: Number and scope of projects mentioning client, form of participation (i.e. member/leader of consortium, percentage of participation, description of role undertaken by the applicant and other partners), contract duration, financial magnitude, staffing resources allocated per project and relevant reference letters. Weight Factor: 50 %.

2. Technical capability in terms of systems (including service desk tool and all other related software), equipment and technical means. Weight Factor: 20 %
3. Personnel qualifications, certifications and expertise, evaluation procedures and training plan (also applicable to any subcontractor). Weight Factor: 20 %
4. Quality / Safety / Management System. More specifically: Quality management certificate related to the scope of Services and quality management manual and Health and safety certificate, organizational structure of safety department and relevant manual.Weight Factor: 10 %

Applicants will be assessed and pre-selected on the basis of equal opportunities in respect to their professional credentials and reliability as well as their financial and economical status on a pass or fail basis. Applicants technical capacity to fulfill the requirements of the scope of the services will be evaluated on the criteria under section III.2.3 and the threshold for pre-selection qualification is set at 60 %.

Εκτέλεση της σύμβασης

The short-listed applicants will be asked to submit, with their proposals, a Participation Bond, to be returned following award of the contract in accordance with the terms and conditions of the tender documents. The awarded contractor will then submit a Performance Bond upon signing of the contract. Details and prerequisites will be provided for in the tender documents.

Interested participants may lodge an appeal before the Contracting Entity, by specially specifying the legal and real causes that justify its application are obliged, within a deadline of ten (10) days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to the representative or the authorized attorney of any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of fifteen (15) days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures. If the appeal is rejected, or no action is taken pass the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Court of First Instance, as per provisions of Law 3886/2010. The provisions of applicable legislation providing for the exercise of administrative appeals against the carrying out of public tenders are not affected.
