Athens International Airport SA

Athens International Airport SA (hereinafter called “AlA”) in compliance with the airport development agreement as ratified by Law 2338/1995 (Government Gazette A’202/14.09.95), is inviting companies, groups of companies or consortia with proven experience in maintenance services, to express their interest to provide maintenance services at the Athens International Airport “Eleftherios Venizelos”, as further detailed in II.2.1 below.

The overall scope includes preventive and corrective maintenance provisions to the systems and facilities of the Airport which are divided into the following 7 lots, as further detailed in Annex B:Lot 1: building and utilities electromechanical systems;Lot 2: people movers;Lot 3: waste water treatment systems;Lot 4: airside electromechanical facilities;Lot 5: airport wide civil facilities;Lot 6: fire protection systems;Lot 7: cooling plants.In addition, the scope for Lot 3 will also include the operation of the systems.The scope of the contract is, but not limited, to safeguard the adequate capacity in terms of management practices related to provision of maintenance services for large scale public accessible facilities and systems with continuous operation as follows:— to secure the integrity of airport’s facilities and installations,— to maintain prescribed availability standards,— to follow specific maintenance guidelines and schedules,— to comply with applicable statutory requirements and regulations,— to fulfill certain response time requirements depending on system predefined criticality,— to develop resources and synergies and utilize the airport monitoring infrastructure, through the optimized combination of time based and condition based maintenance plans for minimum downtimes and maximum efficiency.More details will be included in the tender documents, which will be dispatched to the short-listed applicants.

The expression of interest statement (cover letter signed by the representative(s) of each company) and all requested documents must be submitted in one signed and initialled clearly marked as “original” and five (5) copies in a sealed envelope, carrying the indication: “Expression of interest for the maintenance services tender for lot(s) ........”, and is to be sent to: Athens International Airport SA, Administration building (17), Procurement Department, for the attention of Mr. Κ. Papathanassiou, GR-Spata 190 19, GREECE. The expression of interest must be submitted in accordance with the time schedule stated under section IV.3.4 of this contract notice, i.e. 5.5.2011 at 13:00 hrs Greek local time. Following the pre-selection process, the short-listed applicants will receive the tender documents by AIA and will be invited to submit their proposals. Applicants may be requested to supply additional information. AIA reserves the right not to proceed with each or all of the contracts at any stage of the tender process. AIA reserves the right, at its sole discretion, after the expiry of the contract period as per section II.3 above, to extend each or all of the contracts for two (2) additional years. The contracts will be subject to Greek Law.

— Aircrafts sewage accommodation & treatment system.

The lot 3 service provisions shall safeguard 24:00/365d coverage, and shall include treatment process consumables, material and labour requirements for the operation of plants and the maintenance of all systems.

— Passenger boarding bridges (24 PBB units),

— pre-conditioned air system (PCA, of 1250 KW total capacity).

The lot 4 service provisions shall safeguard 24:00/365d coverage with on-site trained personnel and shall also include labour and consumables for preventive maintenance services.

The scope of the contract is the provision of preventive and corrective maintenance of the civil facilities of AIA, comprising of the following assets:

— Property, security fencing and relevant gates (60 000 m),

— Surface water drainage system including all networks, pump stations and separators (160 000 m network, 2 main pump stations, 7 peripheral pump stations, 5 oil separators).

The lot 5 service provisions shall also include labour and consumables for preventive maintenance services.

The Airport's fire protection systems constituting lot 6 are listed below:

— Fire protection & fire fighting system.

a. 3 Pump stations equipped with diesel and motor driven pumps and tanks

b. Primary & peripheral networks of approx. 30 000 lm

c. Facilities’ built-in systems (portable extinguishers, water, foam & inert gas extinguishing systems)

The lot 6 service provisions shall also include labour and consumables for preventive maintenance services.

The provision of maintenance services for the systems included in the scope shall be certified as per the applicable maintenance standards, such as DIN EN 12845, NFPA 25, NFPA 12. Indicative acceptable certification schemes are the relevant per case VdS or equivalent such as NICET, LPS, LPCB.

The Airport's cooling plants constituting lot 7 are listed below:

— 72 stand alone chiller units and heat pumps, of approx. 25 MW total cooling capacity,

— 2 chiller units serving aircraft pre-conditioned air system (PCA), of 1250 KW total cooling capacity.

The lot 7 service provisions shall also include labour and consumable for preventive maintenance and continuous units’ energy consumption optimization and reporting.

The overall scope includes preventive and corrective maintenance provisions to the systems and facilities of the Airport which are divided into the following 7 lots, as further detailed in Annex B:

Lot 1: building and utilities electromechanical systems;

Lot 2: people movers;

Lot 3: waste water treatment systems;

Lot 4: airside electromechanical facilities;

Lot 5: airport wide civil facilities;

Lot 6: fire protection systems;

Lot 7: cooling plants.

In addition, the scope for Lot 3 will also include the operation of the systems.

The scope of the contract is, but not limited, to safeguard the adequate capacity in terms of management practices related to provision of maintenance services for large scale public accessible facilities and systems with continuous operation as follows:

— Each applicant shall express its interest for a maximum two (2) lots of the tender as listed in section II.2.1,

— Each applicant may only participate in the tender once (either individually or in parallel through an affiliate or subsidiary company or in parallel as a member of more than one group of companies or consortia).

Documents required under this section should be submitted by all applicants (in case of group of companies or consortium by each individual member).

1. Details of profile and organizational scheme of applicant(s), link with parent company and/or other group of consortium members (if applicable). Applicants shall submit certified copies of their constitutional documents (e.g. articles of incorporation / signing and administrative authorities) in their latest valid edition.

Applicants shall provide documentary proof of its decision to participate from its board of directors or its legal representative(s).

Applicants that intend to form or participate in a group of companies or consortium should provide written evidence and clearly state:

— the share of their participation together with the tasks and functions to be undertaken by each one of them, which shall not be altered without the prior written consent of AIA,

— their explicit declaration assuming joint, several and full liability towards AIA throughout the tender and the term of the contract for the provision of services and for the prompt, timely, proper and full execution of all the applicant’s responsibilities, obligations and terms under the contract and the fulfillment of all terms of this tender,

— their explicit designation of one member to act as leader who shall be duly and legally authorised to fully represent and bind the members that constitute the group of companies or consortium throughout the tender and to sign the relevant contract in case the group of companies or consortium is declared as the preferred bidder.

In case that an applicant is connected with any of the shareholders of AIA, or with any person connected or controlled by AIA, as defined and within the meaning of the ADA (Article 20.3), it should be clearly stated in their submitted documents.

2. Certificate (original or duly certified copies) of enrolment with the professional or trade register under the conditions laid down by the laws of the country in which the applicant is established;

3. Valid (original or duly certified copies) certificates issued by the competent authorities in the country in which the applicant is established or solemn declaration made before a duly administrative authority or notary, proving that:

a. the applicant has fulfilled his obligations relating to the payment of social security contributions and the payment of taxes in accordance with the legal provisions of the country in which he is established;

b. the applicant is not, and no motion has been raised against it, seeking to place it in a state of bankruptcy, liquidation, obligatory administration, suspension of operations, or any other equivalent situation in accordance with the legal provisions of the country in which he is established;

c. evidence that the legal representative of the applicant has not been convicted of offences indicatively with regards to participation in a criminal organisation, corruption, fraud, money laundering, theft, misappropriation and any other related offences.

Further to the above, applicants, or their subcontractor(s), will be excluded from the tender if they have been guilty of grave professional misconduct, in case that they have proceeded in actions or omissions inter allia capable to damage the reputation, the clientele, the activities or the future of AIA, and/or capable to damage the honor or reputation of AIA’s officials and employees, by spreading or supporting, inter allia, false news or purporting to defame or to insult AIA or its employees, or has been issued against such participant or subcontractor a court decision as a result of a litigation of any kind with AIA, or in any other action or omission, which as per business ethics, business common practices and according to good faith constitutes a professional misconduct.

a. financial ability to undertake the services as per the relevant scope by the provision of duly certified audited accounts for each of the previous three (3) financial years, including the applicant's overall turnover and separately the turnover in respect to the scope to which this tender relates.

b. credit worthiness by submitting bank references.

For lot 1:

1. Experience in maintenance projects of similar scope and size, (i.e. large scale facilities, wide electromechanical infrastructure projects), executed during the past 10 years. More specifically: number and scope of projects executed, mentioning equipment type, units number or capacity, contract duration & annual fee values and staffing resources allocated per referenced project; form of participation (i.e. member/leader of consortium, percentage of participation, description of role undertaken by the applicant and other partners); clients list and relevant reference letters and distinctions; weight factor: 60 %

2. Technical capability in terms of machinery, auxiliaries, tools and mobile equipment; weight factor: 10 %

3. Organizational structure including qualifications and expertise of key staff (corporate management scheme, site project management, supervision, field services staff), personnel evaluation procedures and training plan; weight factor: 20 %

4. Quality / safety / environmental management system. more specifically: quality management certificate related to the scope of services and quality management manual; health and safety certificate, organizational structure of safety department and relevant manual; environmental management certificate and internal environmental management procedures in place covering all activities under the scope; weight factor: 10 %

For lot 2:

1. Experience in maintenance projects of similar scope and size, (i.e. large scale facilities in public use), executed during the past 10 years. More specifically: number and scope of projects executed, mentioning equipment type, number of units, manufacturer names per project, contract duration & annual fee values and staffing resources allocated per referenced project; Form of participation (i.e. member/leader of consortium, percentage of participation, description of role undertaken by the applicant and other partners); Clients list and relevant reference letters and distinctions; weight factor: 60 %

4. Quality / safety / environmental management system. More specifically: quality management certificate related to the scope of services and quality management manual; health and safety certificate, organizational structure of safety department and relevant manual; environmental management certificate and internal environmental management procedures in place covering all activities under the scope; weight factor: 10 %

For lot 3:

1. Experience in maintenance and operation projects of similar scope and size, (i.e. waste water treatment infrastructure projects), executed during the past 10 years. More specifically: number and scope of projects executed, mentioning plants’ capacity, type of waste water treatment process (municipal or industrial), contract duration & annual fee values and staffing resources allocated per referenced project; form of participation (i.e. member/leader of consortium, percentage of participation, description of role undertaken by the applicant and other partners); clients list and relevant reference letters and distinctions; weight factor: 60 %

For lot 4:

1. Experience in maintenance projects of similar scope and size, (i.e. large scale airside facilities), executed during the past 10 years. More specifically: number and scope of projects executed, mentioning equipment types, manufacturer names, unit numbers and site operational scheme per contract, contract duration & annual fee values and staffing resources allocated per referenced project; Form of participation (i.e. member/leader of consortium, percentage of participation, description of role undertaken by the applicant and other partners); clients list and relevant reference letters and distinctions; weight factor: 60 %

For lot 5:

1. Experience in maintenance projects of similar scope and size, i.e. large scale facilities, civil infrastructure projects, executed during the past 10 years. More specifically: number and scope of projects executed, facilities description, contract duration & annual fee values and resources allocated per referenced project (project team); form of participation (i.e. member/leader of consortium, percentage of participation, description of role undertaken by the applicant and other partners); clients list and relevant reference letters and distinctions; weight factor: 50 %

2. Technical capability in terms of machinery, auxiliaries, tools and mobile equipment for general civil works and airside pavement works; weight factor: 20 %

For lot 6:

1. Experience in maintenance projects of similar scope and size, (i.e. large scale sites or facilities in public use), executed during the past 10 years. More specifically: number and scope of projects executed, mentioning type, capacity and number of equipment or systems per project, contract duration & annual fee values and staffing resources allocated per referenced project; form of participation (i.e. member/leader of consortium, percentage of participation, description of role undertaken by the applicant and other partners); clients list and relevant reference letters and distinctions; weight factor: 50 %

3. Organizational structure including: qualifications and expertise of key staff, (corporate management scheme, site project management, supervision, field services staff), personnel evaluation procedures and training plan; weight factor: 20 %

4. Quality / safety / environmental management system. More specifically: quality management certificate related to the scope of services and quality management manual; Health and safety certificate, organizational structure of safety department and relevant manual; environmental management certificate and internal environmental management procedures in place covering all activities under the scope; certification for maintenance of fire protection systems per the applicable standards. Acceptable certification schemes are the relevant per case VdS schemes, or equivalent such as NICET, LPS, LPCB; weight factor: 20 %

For lot 7:

1. Experience in maintenance projects of similar scope and size, (i.e. large scale cooling plants), executed during the past 10 years. More specifically: number and scope of projects executed, mentioning total cooling capacity and large scale cooling units per contract, contract duration & annual fee values and staffing resources allocated per referenced project; form of participation (i.e. member/leader of consortium, percentage of participation, description of role undertaken by the applicant and other partners); clients list and relevant reference letters and distinctions; weight factor: 60 %

Applicants will be assessed and pre-selected on the basis of equal opportunities in respect to their professional credentials and reliability as well as their economic and financial capacity on a pass or fail basis for each of the Lots (maximum 2) in which they have expressed their interest. In addition, for lot 2, the pass or fail assessment will also include proof of compliance in accordance with section III.3.1.

Applicant's technical capacity to fulfill the requirements of the scope of services for each of the specific lots they have expressed their interest will be evaluated on the criteria under section III.2.3. The threshold for pre-selection qualification for each lot is set at 50 %.

Where the criteria include requirements relating to the economic and financial capacity and/or the technical and/or the professional abilities of the applicant, the latter may where necessary and for a particular contract rely on the capacity of other entities in accordance with the provisions of Article 54 (5) and (6) of Directive 2004/17/EC.

Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:

The short-listed applicants will be asked to submit, with their proposals, a participation bond, to be returned following award of the contract in accordance with the terms and conditions of the tender documents. The awarded contractor will then submit a performance bond upon signing of the contract. Details and prerequisites will be provided for in the tender documents.

In case of group of companies or consortium, the short-listed applicants shall be required to execute a binding consortium consolidation deed while the preferred bidder for each lot may be required to form a capital company prior to contract award.

Η εκτέλεση της υπηρεσίας προορίζεται για συγκεκριμένο επάγγελμα:

For lot 2: company licensing and accreditation per applicable Greek state requirements for people movers maintenance, in accordance with Ministerial Decision 28425 / Gov. Gazette issue 2604/B/22.12.2008.

The services for all other lots are not reserved to a particular profession.

Interested participants may lodge an appeal before the Contracting Entity, by specially specifying the legal and real causes that justify its application are obliged, within a deadline of ten (10) days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to the representative or the authorized attorney of any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of fifteen (15) days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures. If the appeal is rejected, or no action is taken pass the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Court of First Instance, as per provisions of Law 3886/2010. The provisions of applicable legislation providing for the exercise of administrative appeals against the carrying out of public tenders are not affected.
