The fiscal metering station in Italy includes the following main process elements:— Inlet scrubbers,— electric Heaters,— Pressure control valves,— Ultrasonic type Meter runs,— Sampling and analysing systems,— Pressure safeguarding system.Scope of work will include also the construction of the onshore pipeline (about 2.5 km long) from landfall to metering station and Installation, pre-commissioning, commissioning, start up, training.It is noted that the 32” line pipes required for the onshore pipeline construction will be supplied by IGI Poseidon to the awarded contractor.The main facilities will be supported by the required systems, equipment and site-wide infrastructure which will also be included in the scope of this EPC contract.

Scope of work will include also the construction of the onshore pipeline (about 2.5 km long) from landfall to metering station and Installation, pre-commissioning, commissioning, start up, training.

Candidates are required to submit the following concerning the situation of economic operators:

— Registration Document from an official Professional Institution in compliance with the Law of the country where the base or a legally operating department of the economic operator is established. The document shall declare the capability of the economic operator to undertake relevant supply. In the absence of such document, it will be replaced by a declaration on oath made by the economic operator or in case that such a declaration is not foreseen, declaration in front of judicial or administrative authority, notary public or competent professional body, in the country of origin or registration of the economic operator,

— Declaration of the Candidate’s decision to participate in the selection to negotiate and appointment of Legal Representative(s) authorized to represent the Candidate and full contact details of Legal Representative,

— Binding statement from all the economic operators that they agree to participate in the selection to negotiate. The statement shall indicate the part of the scope that the economic operator intends to undertake,

— Declaration, for each economic forming the grouping of companies stating that.

O It has not been convicted for anything related to its professional integrity and behaviour.

O It has not committed a serious professional misdeed.

— Declaration that the candidate is not in conflict of interest with the objectives of the Contracting Entity and/or the IGI-Poseidon Project. The Contracting Entity reserves the right to exclude from invitation to negotiate any Candidate that it reasonably considers has or may have a conflict of interest with the objectives of the Contracting Entity and/or the IGI-POSEIDON Project.

In case that the documents requested above are not prepared in English, they shall be accompanied by official translation in English.

Economic Operators that are governed by the law of a Third Country (Non Member State) may participate, provided that the E.U. has signed multilateral or bilateral agreements that assure a corresponding and essential access of Member State undertakings in the markets of the said Third Countries.

Οικονομική και χρηματοοικονομική κατάσταση:

Candidates shall submit declarations for each economic operator that:

i) It is not in a state of bankruptcy, under liquidation, obligatory management, compromise, or any other similar situation resulting from a similar procedure and that no procedure has been instigated against the economic operator for declaration in bankruptcy, obligatory management, compromise or any other similar situation or resulting from any other similar procedure.

ii) It has fulfilled its obligations, relating to the payment of Social Security contributions;

iii) It has fulfilled its obligations relating to the payment of taxes, according to the Legislation of the country where it is established. In case that the documents are not prepared in English, they shall be accompanied by official translation in English.

iv) Audited annual accounts (only in electronic format in the CD) for the past 3 years (2011, 2010, 2009) of the Candidate. If Candidate is a Consortium/Joint Venture, then each economic operator forming the Consortium/Joint Venture shall submit the audited annual accounts of the last 3 years.

v) Summary table indicating annual turnover and the net income registered in 2011, 2010 and 2009 as per the values of the audited annual submitted in item iv) above. If Candidate is a Consortium/Joint Venture, then each economic operator forming the Consortium/Joint Venture shall submit the summary table.

vi) Candidates shall demonstrate financial management capabilities required for funding the supply (supported where necessary by appropriate bank statements)

vii) Candidate’s average annual turnover (over the past 3 years) shall not be less than 180 000 000 EUR.

Τεχνική και επαγγελματική ικανότητα:

— Candidate’s Organisation and workload,

— List of references for similar projects. Candidates shall not rely on the track record of other entities. Any Candidate that has not undertaken a contract of comparable scale, technical scope and complexity over the last five years shall not be selected to tender. Candidates who are selected to tender shall routinely and regularly perform services of the same nature as those to be tendered and shall be widely recognized as providers of such services,

— Demonstrate compliance of their QHSE management systems with recognized standards. Last 5 years safety statistics shall be provided,

— Qualification certificates to be provided for: EN-ISO 14001 and EN-ISO 9001.

Νομική μορφή που πρέπει να λάβει ο όμιλος οικονομικών φορέων στον οποίο πρόκειται να ανατεθεί η σύμβαση:

Candidates may be either an individual company or a grouping of companies. If the contract is awarded to a grouping of economic operators, the legal form required by the grouping shall be:

— a Main Contractor to whom the Contract is awarded with named Sub-Suppliers/Subcontractors for whom the main Supplier is responsible,

— a Joint Venture of economic operators or,

— a Consortium of economic operators.

The legal formation will be required prior to any award but is not required for this call for participation or the subsequent negotiation. Candidates shall however be required to demonstrate agreements to legally form any proposed grouping of economic operators, during their submission to this Contact Notice.

Joint Ventures and Consortia shall nominate an economic operator as Leader.

Reputable, widely recognized and suitably accredited Suppliers are sought.

The economic operators forming the Joint Venture and Consortium and proposed during the present pre-qualification phase, cannot be changed by Candidates in the next Tender phase.
