Athens International Airport S.A. (hereinafter called “AlA”) in compliance with the Airport Development Agreement as ratified by Law 2338/1995 (Government Gazette A’202/14.09.95), is inviting experienced companies, groups of companies or consortia to tender for the Internal Transportation Services at the Athens International Airport “Eleftherios Venizelos”, as further detailed in II.2.1 below.

Internal Transportation Services are to be provided to the employees of the Airport’s community, facilitating their movement within the Airport premises.The Contractor shall provide qualified & experienced bus drivers for manning the AIA buses on a 24 hour basis, along with a proven knowledge to carry out the required management and administration of such personnel in compliance with AIA’s Technical and Operating Requirements.For implementing the Services, AIA possesses its own fleet of buses, maintained at AIA’s premises at AIA’s cost and responsibility. Fuel costs will be borne by AIA whilst the cost of cleaning the buses will be borne by the Contractor.More details are included in the tender documents.

All parties interested in receiving the relevant tender documents are invited to participate in the following process: Applicants are requested to submit a written application (either by letter, fax or email) until 9.11.2012 by 13:00 hours (local time). The written application should carry the indication "Application regarding the Internal Transportation Services" and should be addressed in case of letter to: the Athens International Airport, Procurement Department, for the attention of Mr. K. Papathanassiou, Administration Building (17), 190 19 Spata – Greece, in case of fax to: +30 210 35 37734 and in case of email to the following email addresses: Papathak@aia.gr and copy to AnagnostouA@aia.gr. In this application the following information is required: name of applicant, address, telephone, fax number and the name of a contact person and his email address; the way the applicants are interest in receiving the tender documents i.e. either on a CD by courier or via email. Following the submission of their written application, the applicants will receive a copy on CD by courier or receive a copy by email, as they have requested with their application, in order for them to prepare and submit their Proposals within the time schedule stated under Section IV.3.4. of this Contract Notice i.e. until 20.11.2012, 13:00 hours (local time). Applicants shall bear the tender documents dispatch costs in case of dispatch by courier. For requirements relating to the economic and financial capacity and/or the technical and/or the professional abilities of the applicant, the latter may where necessary and for a particular contract rely on the capacity of other entities in accordance with the provisions of Article 54 (5) and (6) of Directive 2004/17/EC. The contract will be subject to Greek law. AIA reserves the right, at its sole discretion, after the expiry of the contract period as per section II.3, to renew the contract annually for up to three (3) consecutive years. AIA reserves the right not to proceed with the contract at any stage of the tender process.

— proof of their financial ability to undertake the services in relation to anticipated contract cost by providing bank references and duly certified audited accounts for each of the previous three (3) financial years,

— proof that their minimum average annual turnover is €0.5 million in relation to similar type projects for the last three (3) years.

Εκτέλεση της σύμβασης

The applicants will be asked to submit, with their proposals, a participation bond, to be returned following award of the contract in accordance with the terms and conditions of the tender documents. The awarded Contractor will then submit a performance bond, upon signing of the contract. Details and prerequisites are included in the tender documents.

Interested participants may lodge an appeal before the Contracting Entity, by specially specifying the legal and real causes that justify their application within a deadline of ten (10) days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to the representative or the authorized attorney of any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of fifteen (15) days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures. If the appeal is rejected, or no action is taken pass the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Courts as per provisions of Law 3886/2010.
