The aim of the project is to reduce the overall electrical consumption at the Main Terminal Building of Athens International Airport by improving the voltage and current quality of the electrical grid as well as reducing the harmonics level. The written application should carry the indication "Application regarding the Power Quality Optimization System" and should be addressed in case of letter to: the Athens International Airport, Procurement Department, for the attention of Mrs. E. Mouchti, Administration Building (17), 190 19 Spata – Greece, in case of fax to: +30 2103537734 and in case of email to the following email addresses: MouchtiE@aia.gr and copy to AnagnostouA@aia.gr. In this application the following information is required: — Name of company making the application, address, telephone, fax number and the name of a contact person and his email address, — The way the applicants are interested in receiving the Tender Documents i.e. either from AIA’s premises or by courier. Following the submission of their written application, the applicants will receive a copy from AIA’s premises or by courier, as they have requested with their application, in order for them to prepare and submit their Proposals within the time schedule stated under Section IV.3.4. of this Contract Notice i.e. until 25.1.2013, 13:00 hours (local time). Applicants shall bear the Tender Documents dispatch costs in case of dispatch by courier. For requirements relating to the economic and financial capacity and/or the technical and/or the professional abilities of the applicant, the latter may where necessary and for a particular contract rely on the capacity of other entities in accordance with the provisions of Article 54 (5) and (6) of Directive 2004/17/EC. The contract will be subject to Greek law. The duration of the contract stated under Section II.3 is an approximation based on an estimated maximum 6 months period of construction works plus one (1) year output guarantee, plus two (2) years defects liability period. AIA reserves the right not to proceed with the contract at any stage of the tender process.

Applicants will be asked to prove their financial ability to undertake the project in relation to anticipated contract cost by providing bank references and duly certified audited accounts for each of the previous three [3] financial years.

Τεχνική και επαγγελματική ικανότητα:

Applicants will be asked to provide details of their previous experience in a minimum of three (3) completed projects on grids with at least 1MVA of installed power, which must be evidenced by a client’s written confirmation regarding the system’s smooth operation and the percentage of energy consumption reduction attained.

Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:

The applicants will be asked to submit, with their proposals, a participation bond, to be returned following award of the contract in accordance with the terms and conditions of the tender documents. The awarded Contractor will then submit a performance bond, upon signing of the contract. Details and prerequisites, including the said bonds and other guarantees, will be provided for in the Tender Documents.

In case applicants form and participate in the tender as a group of companies or consortium, they may be requested to either execute a binding consortium consolidation deed or to form a capital company, prior to contract award, with joint and several liability. Κριτήριο: 1. Project team structure and competence: effective project team structure, experience and competence of team members, in compliance with AIA's requirements in Annex A / Section 3. (5)
2. Technical solution: compliance of submitted technical proposal with AIA's requirements, fully documented Outline Design study as per AIA's requirements in Annex A / Section 2. (20)
3. Installation methodology: consistency with the outline design study and the time schedule of the project. (10)
4. Interference with existing infrastructure: Minimum operational disruption to AIA's existing infrastructure during installation and operational phases. (5)
5. The net present value over a 12 year period derived from two parameters: the turn-key cost of the project and the output guarantee in terms of the energy savings percentage to be guaranteed as the output of the project, on an annual basis, given an annual AIA MTB consumption of approx. 49 000 MWh. (60)

Participants may lodge an appeal before the Contracting Entity, by specifying the legal and real causes that justify their application within a deadline of ten (10) days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of fifteen (15) days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures.

If the appeal is rejected, or no decision is taken within the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Courts as per provisions of Law 3886/2010.
