Athens International Airport S.A. (hereinafter called "AIA") in compliance with the Airport Development Agreement as ratified by Law 2338/1995 (Government Gazette A’202/14.09.95), is inviting experienced companies, group of companies or consortia to tender for the 'Replacement of the baggage handling systems (BHS) automatic barcode reading system' at Athens International Airport "Eleftherios Venizelos".

The purpose of the barcode reading system is the automated codification of each baggage originating or transferred during conveying and sortation process in the Baggage Handling Systems of Athens International Airport, in accordance with IATA Resolution 740. The required system shall collect laser scanning bag data from specific reading points of the conveying and sortation systems. A redundant central processing system and controllers will handle all collected data in real time, communicating with an automated sortation system.The Scope required for the specific ‘Replacement of the BHS Automatic Barcode Reading System' comprises of, but is not limited to, the following:— Removal of the existing laser barcode reading equipment and peripherals,— Supply, install and integrate new components including: 14 barcode reading scanners; central management control, maintenance and statistics system; full redundant network; and PCs and critical components,— Provision of other services (e.g. training, maintenance) after completion of the installation and integration.More details will be included in the Tender Documents which will be dispatched to the interested applicants.

The written application should carry the indication "Application regarding the Replacement of the BHS Automatic Barcode Reading System" and should be addressed in case of letter to: the Athens International Airport, Procurement Department, for the attention of Mr. K. Papathanassiou, Administration Building (17), 190 19 Spata – Greece, in case of fax to: +30 210 35 37734 and in case of email to the following email addresses: Papathak@aia.gr and copy to AnagnostouA@aia.gr. In this application the following information is required: — name of company making the applicant, address, telephone, fax number and the name of a contact person and his email address, — the way the applicants are interest in receiving the Tender Documents i.e. either on a CD by courier or via email. Following the submission of their written application, the applicants will receive a copy on CD by courier or receive a copy by email, as they have requested with their application, in order for them to prepare and submit their Proposals within the time schedule stated under Section IV.3.4. of this Contract Notice i.e. until 23.7.2012, 13:00 hours (local time). Applicants shall bear the Tender Documents dispatch costs in case of dispatch by courier. For requirements relating to the economic and financial capacity and/or the technical and/or the professional abilities of the applicant, the latter may where necessary and for a particular contract rely on the capacity of other entities in accordance with the provisions of Article 54 (5) and (6) of Directive 2004/17/EC. The contract will be subject to Greek law. The duration indicated under Section II.3 of this Contract Notice reflects the expected period from award of the contract until provisional acceptance. Additional time requirements, including those for the defects liability period, guarantee of spare parts and updates of software, are included in the Tender Documents. AIA reserves the right not to proceed with the contract at any stage of the tender process.

Applicants will be asked to prove their financial ability to undertake the Project in relation to anticipated contract cost by providing bank references and duly certified audited accounts for each of the previous three [3] financial years.

Τεχνική και επαγγελματική ικανότητα:

Applicants will be asked to provide details of their previous experience in similar projects in a minimum of three (3) international airports of similar capacity and automated baggage sorting concept.

In addition, applicants will be asked to confirm compliance with AIA's technical, design and performance requirements.

Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:

The applicants will be asked to submit, with their proposals, a Participation Bond, to be returned following award of the contract in accordance with the terms and conditions of the Tender Documents. The awarded Contractor will then submit a Performance Bond, upon signing of the contract. Details and prerequisites, including the said bonds and other guarantees, will be provided for in the Tender Documents.

In case applicants form and participate in the tender as a group of companies or consortium, they may be requested to either execute a binding consortium consolidation deed or to form a capital company, prior to contract award, with joint and several liability. Interested participants may lodge an appeal before the Contracting Entity, by specially specifying the legal and real causes that justify their application within a deadline of ten (10) days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to the representative or the authorized attorney of any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of fifteen (15) days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures. If the appeal is rejected, or no action is taken pass the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Courts as per provisions of Law 3886/2010.
