The scope of this Call for Tender, is the selection of a contractor or contractors and the award of the Project "Consultancy services in road assessment for the implementation of the project SENSOR” to the appropriate contractor or contractors. The Project "Consultancy services in road assessment for the implementation of the project SENSOR”, is divided into four (4) different Parts/ Lots : Lot A- Transnational Project Management Support in RAP and Technical Support, Lot B-Data collation and performing RAP Risk Mapping in Greece; data collation and RAP Risk Mapping in Romania and Bulgaria, Lot C-Road Assessment Programme (RAP) Safer Roads Investment Plan (SRIP) training and advice, Lot D- Implementation support in Greece, Romania, Bulgaria and Serbia.

The expert transnational project management support in Road Assessment Programmes (RAP) required to support the Lead Partner (Make Roads Safe Hellas) in the implementation of the transnational project management tasks; as well as bind the individual national programs covered by the SENSoR project activities into a cohesive whole and deliver results for a singular SENSoR/South East Europe Programme; b. RAP Safer Roads Investment Plans (SRIP's) are scheme identification level packages of high return safety programmes suitable for implementation as priority, safety programmes, in periodic maintenance programmes or in rehabilitation projects. The Safer Roads Investment Plans produce information on: where the most affordable and cost-effective road improvements can be made to the network; the number of deaths and serious injuries that would be avoided when the plan is implemented; the economic benefit of the plan; the cost of the plan, including capital and maintenance costs; the estimated cost per death and serious injury avoided. Lot A- Tenderers, during the last 3 years, must have: Coordinated or implemented at least 1 successful EU Funded Projects; Coordinated or implemented at least 3 successful Road Assessment Programs, which include RAP Risk Mapping or RAP Star Rating. Lot B - Tenderers, during the last 3 years, must have practical experience in delivering RAP Risk Mapping in at least 1 country. Lot C- Tenderers, during the last 3 years, must have practical experience in delivering RAP Training and Advice in Star Rating and SRIP in at least 1 country. Lot D- Tenderers, during the last 3 years, must have practical experience in delivering RAP implementation support in at least 1 project.

The candidates submit a Participation Bond in the Tendering Process in favor of MRSH, issued by a recognized bank or financial institution, which operates legally inside the EEA and has the right to issue such bond, according to the provisions in force.
