Selection of a medical service provider for pre-recruitment and annual medical examinations of Cedefop staff
The aim of this procedure is to seek a contractor based in the Thessaloniki area, Greece, to carry out pre-recruitment and annual medical check-ups for Cedefop staff in accordance with the staff regulations.
As Cedefop is based in Thessaloniki, Greece, the medical service provider's premises must be located at a reasonable distance from the Agency. Medical services shall be provided at the contractor's premises.
The contractor must be able to provide the full range of medical services given below, and must demonstrate a high degree of professionalism (including but not limited to: highly qualified staff — both medical and non-medical — with English language capabilities, up-to-date equipment, high hygiene standards and hospital infections prevention policy, respect for individual dignity, etc.).
A standard annual medical visit should be completed in the morning of the same day and a standard pre-recruitment medical within 1 day; therefore, the contractor shall ensure that all the required doctors are available so that the exams are carried out accordingly. The contractor shall also ensure that such services are available during the course of the working week (Monday to Friday) to avoid bottlenecks (i.e. it must be possible to undergo a complete pre-recruitment medical visit or annual medical visit in the morning of the same day on any day of the week).
Cedefop requires full flexibility when rescheduling or cancelling medical visits, at no cost for the Agency. Last-minute cancellations may occur. Rescheduling (at the request of the staff member) shall take place as soon as possible and usually within 10 working days.
The organisation of the examinations of the medical visits may be subject to revision, in common agreement with the contractor, in order to improve the process, if and when necessary, and to accommodate further recommendations from the point of view of privacy and the protection of personal data.
Description of tasks:
Pre-recruitment medical examination:
On a case-by-case basis, Cedefop shall order the pre-recruitment medical examinations through a form sent to the contractor by fax or e-mail which shall state the name/surname, date of birth and gender of each candidate. The contractor shall inform Cedefop of the dates in writing no later than 5 working days from the receipt of the form. The exams of the pre-recruitment medical visit will start in the morning of the confirmed date (they should be completed in 1 visit or in maximum 2 visits on consecutive days) and comprise the following:
Standard package:
— complete ophthalmological examination,
— chest X-ray (if clinically indicated),
— electrocardiogram (at rest),
— abdominal USS: abdomen and kidneys (if clinically indicated),
— ENT consultation to include hearing test,
— urine microscopy,
— blood tests:
full blood cell count (FBC)
erythrocyte sedimentation rate (ESR)
prothrombin time (PT)
fasted glucose
urea
creatinine
total fasted cholesterol, high and low density lipoproteins (LDL, HDL)
triglycerides
total proteins
serum glutamic pyruvic transaminase (ALT)
serum glutamic oxalo-acetic acid transaminase (AST)
alkaline phosphatase
gamma-glutamyl transpeptidase
serum iron
ferritin
total bilirubin
albumin
sodium and potassium electrolytes
uric acid,
— additional tests for staff to be working in the kitchen:
stool sample for salmonella and parasites
antibodies for rubella and varicella
antibodies for hepatitis A
blood test: hepatitis C markers
blood test: hepatitis B markers
syphilis test (TPHA)
Mantoux test.
Only special circumstances:
HIV antibodies (with written consent of the staff member with doctor's prescription. The test should be on a separate form/request in order to avoid it being done by mistake as this has medico-legal implications.).
The contractor is expected to guarantee flexibility in the confirmation and scheduling of appointments even at short notice.
Annual medical examination:
The procedure starts with an appointment with the Cedefop medical officer who prescribes the necessary tests according to the staff member's job profile, clinical picture, and in accordance with gender and age indicators. An illustrative list is provided below:
Standard package:
— blood tests:
— full blood count (FBC),
— erythrocyte sedimentation rate (ESR),
— total cholesterol, high and low density lipoproteins (LDL, HDL),
— triglycerides,
— calcium,
— uric acid,
— creatinine,
— fasted glucose,
— gamma-glutamyl transpeptidase (γ GT),
— serum glutamic pyruvic transaminase (ALT),
— serum glutamic oxalo-acetic acid transaminase (AST),
— total bilirubin,
— ferritin,
— serum iron,
— sodium and potassium,
— TSH,
— eye and eyesight test, including prescription, where applicable,
— urine microscopy,
— additional tests for staff to be working in the kitchen (on a 5-year basis, unless clinically indicated):
stool sample for salmonella and parasites
antibodies for rubella and varicella (F)
antibodies for hepatitis A
blood test: hepatitis C markers
blood test: hepatitis B markers
syphilis test (TPHA)
Mantoux test.
Exams based on age and/or gender:
— total protein (> 45 years),
— electrophoresis protein (> 45 years),
— gynaecological consultation to include ovarian USS, PAP test and clinical breast exam (female every year),
— mammography + breast USS (female > 40 years every 2 years),
— prostate-specific antigen; PSA (male > 45 years),
— faecal occult blood test (> 45 years),
— electrocardiogram — ECG (> 40 years every 3 years).
Exams if clinically indicated (prescription from medical officer required):
— further ophthalmological examination,
— abdominal ultrasound scan,
— chest X-ray,
— colonoscopy or virtual colonoscopy,
— exercise ECG/treadmill test,
— cardiac USS/echocardiogram.
Further exams (prescription from medical officer is also required): these are usually a second round of examinations after the medical officer has reviewed the initial examination results:
— transferrin,
— FT3 (if TSH abnormal),
— FT4 (if TSH abnormal).
Optional exams:
— bone density screening (female > 50 years, rarely also male),
— dermatology screening for skin cancer; every 3 years,
— urology consultation to include rectal examination (male > 45 years) +/– prostatic scan (male > 50 years, if clinically indicated).
Note: the optional exams are not obligatory for the contractor to provide.
Only special circumstances:
— HIV antibodies (with written consent of the staff member after doctor's prescription and/or upon request of the staff member).
