The project includes the integration of Water Cooled Chillers (WCC) in the existing chiller infrastructure of the Main Terminal Building at Athens International Airport by replacing 6 out of 10 currently installed air cooled chillers, of cooling capacity 6.6 MW, with 4 new water cooled units of the same capacity and aims at improving the Coefficient of Performance (COP) of the operating cooling infrastructure. The new installation shall also include a heat rejection scheme (cooling towers) of total capacity of 8.25 MW, new pump stations, water treatment systems, piping networks and control systems.More details are provided in the Tender Documents.

Mouchti, Administration Building (17), 190 19 Spata – Greece, in case of fax to: +30 2103537734 and in case of email to the following email addresses: mouchtie@aia.gr and copy to biggers@aia.gr In this application the following information is required: — name of company making the applicant, address, telephone, fax number and the name of a contact person and his email address; — the way the applicants are interest in receiving the Tender Documents i.e. either on a CD by courier or via email. Following the submission of their written application, the applicants will receive a copy on CD by courier or receive a copy by email, as they have requested with their application, in order for them to prepare and submit their Proposals within the time schedule stated under Section IV.3.4. of this Contract Notice i.e. until 6.9.2013, 13:00 hours (local time). Applicants shall bear the Tender Documents dispatch costs in case of dispatch by courier. For requirements relating to the economic and financial capacity and/or the technical and/or the professional abilities of the applicant, the latter may where necessary and for a particular contract rely on the capacity of other entities in accordance with the provisions of Article 54 (5) and (6) of Directive 2004/17/EC. The contract will be subject to Greek law. The duration indicated under Section II.3 of this Contract Notice includes the period for construction works, which shall not exceed 6 months, and the minimum 2 years defects liability period. Applicants will be asked to prove their financial ability to undertake the project in relation to anticipated contract cost by providing bank references and duly certified audited accounts for each of the previous 3 financial years.

Τεχνική και επαγγελματική ικανότητα:

Applicants will be asked to provide proven project experience in a minimum of 1 completed project with Water Cooled Chiller > 1MW, evidenced by client's written confirmation regarding the system's smooth operation.

Applicants will be asked to confirm a plant efficiency at full load (COPpl) ≥ 5.0, according to the technical data they provide.

Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:

The applicants will be asked to submit, with their proposals, a Participation Bond, to be returned following award of the contract in accordance with the terms and conditions of the Tender Documents. The awarded Contractor will then submit a Performance Bond, upon signing of the contract. Details and pre-requisites, including the said bonds and other guarantees, will be provided for in the Tender Documents.

In case applicants form and participate in the tender as a group of companies or consortium, they may be requested to either execute a binding consortium consolidation deed or to form a capital company, prior to contract award, with joint and several liability. 4. Proposed Guarantee Period, exceeding the minimum required Defects Liability Period of two (2) years (10)
5. The net present value over a 12-year period derived from three parameters: Investment cost; yearly OpEx of chiller plants (water consumption, water treatment materials/ labour and preventive maintenance related to chiller plants in line with the submitted technical specs and manuals); annual electricity consumption savings derived from the submitted COPpl (70)

Participants may lodge an appeal before the Contracting Entity, by specifying the legal and real causes that justify their application within a deadline of 10 days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of 15 days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures.

If the appeal is rejected, or no decision is taken within the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Courts as per provisions of Law 3886/2010.
