(hereinafter called „AIA”) in compliance with the Airport Development Agreement as ratified by Law 2338/1995 (Government Gazette A'202/14.09.95), is inviting experienced companies, groups of companies or consortia to tender for the "Supply of Fifteen (15) Liquid Explosive Detection Systems (LEDS)" at Athens International Airport "Eleftherios Venizelos".

The scope includes the supply of fifteen (15) Liquid Explosive Detection Systems (LEDS) which will be deployed at the existing Passengers and Hand Baggage screening checkpoints of Athens International Airport in order to perform the screening of liquids, aerosols and gels, according to the requirements of the European Regulations EC 245 and 246/2013.Indicatively, the contractor will be required to provide, install, test and commission the above equipment and, additionally, provide to AIA's personnel training on the use of the new equipment/ systems and perform maintenance.More details are included in the Tender Documents.

In this application the following information is required: — name of company making the applicant, address, telephone, fax number and the name of a contact person and his email address, — the way the applicants are interest in receiving the Tender Documents i.e. either on a CD by courier or via email. Following the submission of their written application, the applicants will receive a copy on CD by courier or receive a copy by email, as they have requested with their application, in order for them to prepare and submit their Proposals within the time schedule stated under Section IV.3.4. of this Contract Notice i.e. until 09/09/2013, 13:00 hours (local time). Applicants shall bear the Tender Documents dispatch costs in case of dispatch by courier. For requirements relating to the economic and financial capacity and/or the technical and/or the professional abilities of the applicant, the latter may where necessary and for a particular contract rely on the capacity of other entities in accordance with the provisions of Article 54 (5) and (6) of Directive 2004/17/EC. The contract will be subject to Greek law. The duration indicated under Section II.3 includes: — supply, installation, testing and commissioning to be complete by 20/01/2014, — the remaining duration under Section II.3 is for the Defects Liability and Maintenance provisions. AIA reserves the right not to proceed with the contract at any stage of the tender process.

Οικονομική και χρηματοοικονομική κατάσταση:

Applicants will be asked to prove their financial ability to undertake the project in relation to anticipated contract cost by providing bank references and duly certified audited accounts for each of the previous three (3) financial years. More details are included in the Tender Documents.

Τεχνική και επαγγελματική ικανότητα:

Applicants will be asked to provide documentation for compliance with EU performance standards (EU 2 or EU 3) and that their equipment is tested, approved and certified by ECAC for compliance with EU standard 2 or EU Standard 3, according to the European Common Evaluation Program (CEP).

Applicants will be asked to prove that their equipment has either been installed, well proven and providing efficient operation at, or alternatively has secured firm orders by, minimum three (3) International Airports within the European Community serving annual passenger traffic similar or greater than the AIA's one.

Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:

The applicants will be asked to submit, with their proposals, a Participation Bond, to be returned following award of the contract in accordance with the terms and conditions of the Tender Documents. The awarded Contractor will then submit a Performance Bond, upon signing of the contract. Details and pre-requisites, including the said bonds and other guarantees, will be provided for in the Tender Documents.

Participants may lodge an appeal before the Contracting Entity, by specifying the legal and real causes that justify their application within a deadline of ten (10) days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of fifteen (15) days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures.

If the appeal is rejected, or no decision is taken within the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Courts as per provisions of Law 3886/2010.
