(hereinafter called "AIA") in compliance with the Airport Development Agreement (ADA) as ratified by Law 2338/1995 (Government Gazette A'202/14.09.95) is inviting companies, groups of companies or consortia to tender for the "Flight Information Display System (FIDS) Infrastructure Renewal" at Athens International Airport "Eleftherios Venizelos".

The Project refers to the renewal of the existing FIDS System Infrastructure related to the hardware and software elements required for the replacement of one hundred ninety seven (197) FIDS monitors within the Main Terminal Building (MTB) of the Airport, as well as the supply of sixteen (16) spare FIDS monitors. In more detail the Project refers to the following:a) The replacement of the aforementioned FIDS monitors, of different dimensions (42”, 32” & 30”), manufactured by Conrac SA.b) The replacement of the controllers' embedded in the respective monitors.c) The provision of a FIDS Server & Client Application Software, including all the required interfaces with other systems, which are responsible for the formatting and publishing of the relevant flight information data to the FIDS monitors.In addition, the project refers to the replacement of twenty one (21) Digital Signage monitors of 40” (including the respective controllers), manufactured by Conrac, as well as the supply of two (2) spare Digital Signage monitors (including the respective controllers).Finally, following the end of the defects liability period and the issuance of the respective project's final acceptance protocol, the Contractor is responsible to provide maintenance and support services for five (5) years.More details are included in the Tender Documents.

The written application should carry the indication "Application regarding the FIDS Infrastructure Renewal" and should be addressed in case of letter to: the Athens International Airport, Procurement Department, for the attention of Mrs E. Mouchti, Administration Building (17), 190 19 Spata – Greece, in case of fax to: +30 210 35 37734 and in case of email to the following email addresses: MouchtiE@aia.gr and copy to BiggerS@aia.gr In this application the following information is required: — name of company making the application, address, telephone, fax number and the name of a contact person and his email address, — the way the applicant is interested in receiving the Tender Documents i.e. either on a CD by courier or via email. Following the submission of their written application, applicants will receive a copy on CD by courier or receive a copy by email, as they have requested with their application, in order for them to prepare and submit their Proposals within the time schedule stated under Section IV.3.4. of this Contract Notice i.e. until 15/07/2014, by 13:00 hours (local time). Applicants shall bear the Tender Documents dispatch costs in case of dispatch by courier. For requirements relating to the economic and financial capacity and/or the technical and/or the professional abilities of the applicant, the latter may where necessary and for a particular contract rely on the capacity of other entities in accordance with the provisions of Article 54 (5) and (6) of Directive 2004/17/EC. The contract will be subject to Greek law. The duration of the contract under Section II.3 includes: — Supply, installation, testing and commissioning, to be complete within eight (8) months of award, — The remaining duration under Section II.3 is for the Defects Liability Period and five (5) years Maintenance and Support services. AIA reserves the right not to proceed with the contract at any stage of the tender process and applicants shall not be entitled to any compensation. Applicants will be asked to prove their financial ability to implement the Project in relation to anticipated contract cost by providing bank references and duly certified audited accounts for each of the previous three [3] financial years.

Τεχνική και επαγγελματική ικανότητα:

Applicants will be asked to provide evidence of a proven track record by means of letters of attestation from their clients, that the product (FIDS monitors & FIDS Content Management application) has been successfully installed in at least two (2) international airports with a minimum of 400 monitors per airport.

Furthermore applicants will be asked to confirm compliance with AIA's minimum functional and technical requirements such as:

— Detailed Technical and Functional specifications for all components,

— Installation process,

— Solution Design,

— Support and Maintenance concept.

Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:

Applicants will be asked to submit, with their proposals, a Participation Bond, to be returned following award of the contract in accordance with the terms and conditions of the Tender Documents. The awarded Contractor will then submit a Performance Bond, upon signing of the contract. Details and prerequisites are provided in the Tender Documents.

In case applicants form and participate in the tender as a group of companies or consortium, they may be requested to either execute a binding consortium consolidation deed or to form a capital company, prior to contract award, with joint and several liability. Applicants may lodge an appeal before the Contracting Entity, by specifying the legal and real causes that justify their application within a deadline of ten (10) days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of fifteen (15) days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures.

If the appeal is rejected, or no decision is taken within the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Courts as per provisions of Law 3886/2010.
