The contractor is expected to staff, operate and manage the Airport's Passenger Car Parking Facilities, which is comprised of five (5) parking lots as follows:— Lot P1, for Short Term use, situated on the east side of the main access road, approximately 60 meters from the Main Terminal Building.— Lot P2, for Short Term use, situated on the east side of the main access road, 60 meters from the Main Terminal Building.— Lot P3, for Long Term use, situated on the west side of the main access road, approximately 200 meters from the Main Terminal Building, including Long Term Parking P3 and P3 Holiday.— Lot P4, for Tourist Bus parking, situated on the northern end of the Main Terminal Building.— Lot P15, Cargo Parking Area, situated at the northern part of the cargo terminals 1 & 2.The total capacity of the aforementioned Passenger Parking Facilities is 7,160 spaces, comprising 7,112 spaces for private vehicles and 48 for tourist buses.The contractor will be responsible for the provision of the following Services to the customers twenty four (24) hours a day, seven (7) days a week (24/7):— Management and operation of the Passenger Parking Facilities;— Shuttle Service;— Executive Valet Parking Services;— Forecourt Management Services;— Management and operation of the Cargo Parking Area (P15).More details are included in the Tender Documents.

All parties interested in receiving the relevant Tender Documents are invited to participate in the following process: Applicants are requested to submit a written application (either by letter, fax or email) until 05/06/2014, by 13:00 hours (local time). The written application should carry the indication "Application regarding the Management and Operation of the Airport's Passenger Parking Facilities" and should be addressed in case of letter to: the Athens International Airport, Procurement Department, for the attention of Mrs E. Mouchti, Administration Building (17), 190 19 Spata – Greece, in case of fax to: +30 210 35 37734 and in case of email to the following email addresses: MouchtiE@aia.gr and copy to BiggerS@aia.gr. In this application the following information is required: — name of company making the applicant, address, telephone, fax number and the name of a contact person and his email address; — a payment confirmation (through bank order) for the tender documents as detailed under section IV.3.3 of this contract notice; — the way the applicants are interested in receiving the Tender Documents i.e. either on a CD by courier or via email. Upon submission of both their written application and the payment confirmation, the applicants will receive a copy on CD by courier or receive a copy by email, as they have requested with their application, in order for them to prepare and submit their Proposals within the time schedule stated under Section IV.3.4. of this Contract Notice i.e. until 23.6.2014, 13:00 hours (local time). Applicants shall bear the Tender Documents dispatch costs in case of dispatch by courier. For requirements relating to the economic and financial capacity and/or the technical and/or the professional abilities of the applicant, the latter may where necessary and for a particular contract rely on the capacity of other entities in accordance with the provisions of Article 54 (5) and (6) of Directive 2004/17/EC. Applicants will be asked to prove their financial ability to undertake the Services in relation to anticipated contract cost by providing bank references and duly certified audited accounts for each of the previous three [3] financial years.

Τεχνική και επαγγελματική ικανότητα:

Applicants will be asked, on a go/ no-go basis, to prove their operational and management expertise by providing:

1. Experience in car parking business with continuous operations in the last five (5) years, i.e. since 1.5.2009.

2. Management of parking facilities with 24/7 operations of at least 4 000 spaces in total during each year of the last three (3) years, i.e. each year since 1.5.2011.

Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:

The applicants will be asked to submit, with their proposals, a Participation Bond, to be returned following award of the contract in accordance with the terms and conditions of the Tender Documents. The awarded Contractor will then submit a Performance Bond, upon signing of the contract. Details and pre-requisites, including the said bonds and other guarantees, are provided for in the Tender Documents.

In case applicants form and participate in the tender as a group of companies or consortium, they may be requested to either execute a binding consortium consolidation deed or to form a capital company, prior to contract award, with joint and several liability.

Participants may lodge an appeal before the Contracting Entity, by specifying the legal and real causes that justify their application within a deadline of ten (10) days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of fifteen (15) days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures.

If the appeal is rejected, or no decision is taken within the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Courts as per provisions of Law 3886/2010.
