Athens International Airport S.A. (hereinafter called AIA) in compliance with Article 13 of the Airport Development Agreement (ADA) as ratified by Law 2338/1995 (Government Gazette A'202/14.09.95) and the stipulations of the applicable legislation, intends to grant to natural persons and/ or companies or consortia or groups of companies (hereinafter called the “Suppliers”), the Airport Rights in relation to the provision of Baggage Handling Services and/ or Ramp Handling Services to Airport Users at Athens International Airport “Eleftherios Venizelos”. The Suppliers will undertake the financing, the procurement of the necessary equipment and the operation related to the provision of those services.
AIA intends to award three (3) Airport Rights for each of the aforementioned categories of ground handling services.

Airport's 2013 actual traffic reached the levels of 12.54 million passengers and 140,500 ATMs, while the anticipated annual traffic for the year 2014 is expected to reach 12,9 million passengers and 145,000 ATMs. However no liability is assumed or implied for the aforementioned numbers. Applicants must conduct their own investigations and must satisfy themselves as to the numbers mentioned in this Contract Notice, and the merits or otherwise of submitting a proposal.

AIA's overall goal concerning the Baggage Handling and Ramp Handling business at the Airport is the promotion of competition while guaranteeing hereby for quality service to the Airport users under high level of safety, security and environmental consciousness. The provision of the respective ground-handling services has to serve that goal.

The Airport's terminal complex consists of the main terminal building and a satellite building with an availability of 14 and 10 contact stands respectively. A total ramp area of approximately 114 828 sq.m. is provided and utilized for the provision of ground handling services and the parking of ground handlers' equipment. An additional provision of a mobile equipment workshop building is provided for the accommodation of ground-handlers needs for equipment maintenance. For the accommodation of ground-handlers' office space requirements at the Airport there is a provision of office space and social rooms within the main terminal and satellite buildings.

Documents required under section III.2 should be submitted by all applicants (in case of consortium by each individual member).

The Expression of Interest statement (cover letter signed by the representative(s) of each organisation) and all requested documents must be submitted in five (5) copies (one (1) of which must be in hard copy and clearly marked as "Original" and initialed whilst the remaining four (4) shall be in soft copies on CDs) in a sealed envelope, carrying the indication “Pre-selection of organisations for the award of Airport Rights related to Baggage Handling and/ or Ramp Handling services” to be sent to: Athens International Airport S.A., Administration Building (17), Procurement Department, for the attention of Mrs E. Mouchti, GR-Spata 190 19, Greece.

Following the pre-selection process, the short-listed applicants will receive the respective tender documents by AIA and will be invited to submit their proposals.

Interested applicants must be established within the European Union, as provided in Article 4.5 of the Basic Ground Handling Regulation.

Applicants may be requested to supply additional information and attend interviews.

AIA retains the right to restrict the qualified applicants to be invited to tender up to a number of six (6).

Further indicative dates: dispatch of invitations to tender by AlA is due for the early of August 2014 and the submission of proposals by tenderers for mid September 2014. The award of the Airport Rights is expected to take place by March 2015.

The minimum time frame during which the applicants must maintain the tender is until 30/09/2015. AlA reserves the right not to proceed with the contract at any stage of the tender process.

Renewal is at AIA's sole option and subjects to specific conditions and approvals as further specified in the tender documents.

The contract will be subject to Greek Law.
