Provision of Third Party Freight and Mail Handling Services to Airport Users

For the purpose of this tender, Third Party Freight and Mail handling services as per the Local Ground Handling Regulation, Annex 1, par. 4.3 means:a) The physical handling of freight and mail at the on-airport cargo terminals, andb) The transport of freight and mail between the cargo aircraft and the cargo terminals and vice versa as well as the provision and operation of suitable equipment.The transport of freight and mail between any other aircraft than cargo and the on-airport cargo terminals is out of the scope of this tender.

In 2013 the total volume of cargo (freight & mail) handled through the airport reached 74,876 tonnes while for 2014 tonnage is expected to remain at the same level. However no liability is assumed or implied for the aforementioned numbers. Applicants must conduct their own investigations and must satisfy themselves as to the numbers mentioned in this Contract Notice, and the merits or otherwise of submitting a proposal.

The three (3) on-airport cargo terminals have a total area of 30 658 sq.m. (including the operational floor area, the operation support areas and office space) with direct access to the apron for the provision of third-party freight and mail handling services. AIA's overall goal concerning the Freight and Mail handling business at the Airport is the promotion of competition while guaranteeing hereby for quality service to the Airport users under a high level of safety, security and environmental consciousness. The provision of the respective freight and mail handling services has to serve that goal.

Documents required under section III.2 should be submitted by all applicants (in case of consortium by each individual member).

The Expression of Interest statement (cover letter signed by the representative(s) of each organisation) and all requested documents must be submitted in five (5) copies (one (1) of which must be in hard copy and clearly marked as “Original” and initialed whilst the remaining four (4) shall be in soft copies on CDs) in a sealed envelope, carrying the indication "Pre-selection of organisations for the award of Airport Rights related to Freight and Mail Handling services" to be sent to: Athens International Airport S.A., Administration Building (17), Procurement Department, for the attention of Mrs E. Mouchti, 190 19 Spata, Greece.

Following the pre-selection process, the short-listed applicants will receive the respective tender documents by AlA and will be invited to submit their proposals.

lnterested applicants must be established within the European Union, as provided in Article 4.5 of the Basic Ground Handling Regulation.

Applicants may be requested to supply additional information and attend interviews.

AlA retains the right to restrict the qualified applicants to be invited to tender up to a number of six (6).

Further indicative dates: dispatch of invitations to tender by AlA is due for the early of August 2014 and the submission of proposals by tenderers for mid September 2014. The award of the Airport Rights is expected to take place by March 2015.

The minimum time frame during which the applicants must maintain the tender is until 30.9.2015. AlA reserves the right not to proceed with the contract at any stage of the tender process.

Renewal is at AIA's sole option and subjects to specific conditions and approvals as further specified in the tender documents.

The contract will be subject to Greek Law.

Απαιτούμενες καταθέσεις και εγγυήσεις

The short-listed applicants will be asked to submit, with their proposals, a Participation Bond, to be returned following award of the contract, in accordance with the terms and conditions of the tender documents. The awarded Suppliers will then submit a Performance Bond upon signing of the contract. Details and prerequisites will be provided in the tender documents.

The short-listed applicants that participate in the tender as a consortium or group of companies may be required to execute a binding consortium consolidation deed or to form a capital company, prior to contract award, with joint and several liability. More details will be provided for in the tender documents.

Official language of the tender is English. However, certificates and official documents issued by judicial or administrative authorities in Greece may be submitted in Greek language. In case applicant is not established in Greece, official documents issued by administrative or judicial authorities or before a notary, of the country of origin of the applicant, shall be officially translated and submitted either in the English or Greek language. Short-listed applicants will be requested to submit proposals' documentation related to the pre-requisites of Article 4 of the Basic Ground-handling Regulation in English and Greek languages, as depicted in the tender documentation.

The scope of this contract award notice is not regulated under the Directive 2004/17/EC.

The completion of Sub-sections V2.4 is based on the assumed revenues which are going (projected) to be charged by AIA for the rental fees of the cargo terminal operated by each respective company for the 7 years of the contract term.
