Athens International Airport S.A. (hereinafter called ‘AIA’) in compliance with the Airport Development Agreement (ADA) as ratified by Law 2338/1995 (Government Gazette A'202/14.09.95) is inviting companies, groups of companies or consortia to tender for the provision of assistance services to disabled persons and persons with reduced mobility at Athens International Airport ‘Eleftherios Venizelos’, in accordance with Regulation (EC) No. 1107/2006 of the European Parliament and of the Council of 5.7.2006, which concerns the rights of PRM when travelling by air. AIA reserves the right to award the aforementioned services to a number of up to 3 PRM contractors.

The services shall be provided to disabled passengers and passengers with reduced mobility (PRM) by the PRM contractors and by their own means (personnel and equipment) and shall include departing, arriving and transit PRM passengers. The required services for the PRM passengers are to assist and make all necessary arrangements to the PRM passengers, when in departure from the designated points at the Airport up to their aircraft seat, and vice versa, at the arrival of the PRM passengers. Furthermore the PRM contractors shall assist and make all necessary arrangements to transit PRM passengers in order to reach their connecting flights. Athens International Airport S.A. AIA will pay the PRM Contractor the PRM compensation fee which amounts to EUR40 plus applicable VAT per PRM provided the services and the compensation fee shall apply for the entire term of the Agreement without any adjustments.More details are included in the Tender Documents.

In this application the following information is required: — name of company making the application, address, telephone, fax number and the name of a contact person and their email address; — the way the applicant is interested in receiving the Tender Documents i.e. either on a CD by courier or via email. Following the submission of their written application, applicants will receive a copy on CD by courier or by email, as they have requested with their application, in order for them to prepare and submit their Proposals within the time schedule stated under Section IV.3.4. of this Contract Notice i.e. until 25.5.2015, by 17:00 hours (local time). Applicants shall bear the Tender Documents dispatch costs in case of dispatch by courier. The contract will be subject to Greek law. Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:

Applicants will be asked to submit, with their proposals, a Participation Bond, to be returned following award of the contract in accordance with the terms and conditions of the Tender Documents. The awarded Contractor will then submit a Performance Bond, upon signing of the contract. Details and prerequisites are provided in the Tender Documents.

In case applicants form and participate in the tender as a group of companies or consortium, they may be requested to either execute a binding consortium consolidation deed or to form a capital company, prior to contract award, with joint and several liability. Κριτήριο: 1. Participants will be assessed on their proposed Operational Plan for the provision of the services at AIA. More specifically, participants will be assessed on their capability to provide with own means the anticipated high level of service while complying with ECAC Code of Good Conduct in Ground Handling for PRM (ECAC. CEAC DOC No.30, Part 1) as well as the quality, safety, security, environmental and IT&T specifications set by AIA. The related standard conditions are the following: Operational Concept (20)
2. Participants will be assessed on their proposed Operational Plan for the provision of the services at AIA. More specifically, participants will be assessed on their capability to provide with own means the anticipated high level of service while complying with ECAC Code of Good Conduct in Ground Handling for PRM (ECAC. CEAC DOC No.30, Part 1) as well as the quality, safety, security, environmental and IT&T specifications set by AIA. The related standard conditions are the following: Planning and Organisation of Equipment (20)
3. Participants will be assessed on their proposed Operational Plan for the provision of the services at AIA. More specifically, participants will be assessed on their capability to provide with own means the anticipated high level of service while complying with ECAC Code of Good Conduct in Ground Handling for PRM (ECAC. CEAC DOC No.30, Part 1) as well as the quality, safety, security, environmental and IT&T specifications set by AIA. 4. Participants will be assessed on their capability to present a Business Plan for 5 year period, which illustrates a feasible & realistic marketing strategy for developing sustainable and successful business at the Airport. Furthermore, Participants will also be assessed on their capability in providing the relevant services to the estimated market share at the predefined fee while at the same time retaining their viability over the contract period. The related standard conditions that will be examined in order to assess the Participant's ability to present a feasible and realistic business plan are the following: Marketing Strategy (15)
5. Participants will be assessed on their capability to present a Business Plan for 5 year period, which illustrates a feasible & realistic marketing strategy for developing sustainable and successful business at the Airport. Furthermore, Participants will also be assessed on their capability in providing the relevant services to the estimated market share at the predefined fee while at the same time retaining their viability over the contract period. The related standard conditions that will be examined in order to assess the Participant's ability to present a feasible and realistic business plan are the following: Business Sustainability (15)
6. Participants will be assessed on their capability to present a Business Plan for 5 year period, which illustrates a feasible & realistic marketing strategy for developing sustainable and successful business at the Airport. Furthermore, Participants will also be assessed on their capability in providing the relevant services to the estimated market share at the predefined fee while at the same time retaining their viability over the contract period. The related standard conditions that will be examined in order to assess the Participant's ability to present a feasible and realistic business plan are the following: Feasibility of Investment Program (15)

Applicants may lodge an appeal before the Contracting Entity, by specifying the legal and real causes that justify their application within a deadline of 10 (ten) days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of 15 (fifteen) days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures.

If the appeal is rejected, or no decision is taken within the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Courts as per provisions of Law 3886/2010.
