(hereinafter called ‘AIA’) in compliance with the Airport Development Agreement (ADA) as ratified by Law 2338/1995 (Government Gazette A'202/14.09.95) is inviting companies, groups of companies or consortia to tender for the provision of ‘Baggage Handling Systems (BHS) Maintenance Services’ at Athens International Airport ‘Eleftherios Venizelos’.

The scope of ‘Baggage Handling Systems Maintenance Services’ includes the execution of all preventive, predictive and corrective maintenance activities at the Athens International Airport Baggage Handling Systems and facilities. The Contractor will be required to establish a competent organisation, specialised in managing technical installations in the airport environment, to provide the necessary staff members on a shift basis for the preventive maintenance function of the Baggage Handling Systems, together with the requirement to cover predictive and corrective maintenance.The Contractor shall provide all specialist support, labour, equipment, tools and consumables in order to comply with AIA's operational and maintenance manuals, or as may be further ordered by AIA's Representative.All works will be carried out with a quality objective conforming to ISO 9001-2000 standard.More details are provided in the Tender Documents.

All parties interested in receiving the relevant Tender Documents are invited to participate in the following process: Applicants are requested to submit a written application (either by letter, fax or email) until 21.12.2015. The written application should carry the indication ‘Application regarding the Baggage Handling Systems (BHS) Maintenance Services’ and should be addressed in case of letter to: the Athens International Airport, Procurement Department, for the attention of Mr. S. Lountzis, Administration Building (17), 190 19 Spata — Greece, in case of fax to: +30 2103537734 and in case of email to the following email addresses: lountziss@aia.gr and copy to biggers@aia.gr and despotakie@aia.gr In this application the following information is required: — name of company making the application, address, telephone, fax number and the name of a contact person and his email address; — the way the applicant is interested in receiving the Tender Documents i.e. either on a CD by courier or via email. Following the submission of their written application, applicants will receive a copy on CD by courier or by email, as they have requested with their application, in order for them to prepare and submit their Proposals within the time schedule stated under Section IV.3.4. of this Contract Notice i.e. until 11.1.2016, by 15:00 hours (local Greek time). Applicants shall bear the Tender Documents dispatch costs in case of dispatch by courier. For requirements relating to the economic and financial capacity and/or the technical and/or the professional abilities of the applicant, the latter may where necessary and for a particular contract rely on the capacity of other entities in accordance with the provisions of Article 54 (5) and (6) of Directive 2004/17/EC. AIA reserves the right, at its sole discretion, after the expiry of the contract period as per section II.3 above, to extend the contract for three (3) additional periods of 1 year each. AIA reserves the right not to proceed with the contract at any stage of the tender process and applicants shall not be entitled to any compensation. The contract will be subject to Greek law. Applicants will be asked to prove their financial ability to undertake the Services in relation to anticipated contract cost by providing a bank reference and audited Financial Statements for each of the last 3 fiscal years.

Τεχνική και επαγγελματική ικανότητα:
Applicants will be required to submit proof of experience in maintenance of Baggage Handling Systems or generally Logistic Systems (handling parcels, mail, food etc.) of similar scope and size. Maintenance experience in Baggage Handling Systems or generally Logistic Systems (handling parcels, mail, food etc.) is mandatory. For this purpose, applicants shall provide client statements proving relevant minimum experience of three (3) years, including the number, type and size of projects.

Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:
Applicants will be asked to submit, with their proposals, a Participation Bond, to be returned following award of the contract in accordance with the terms and conditions of the Tender Documents. The awarded Contractor will then submit a Performance Bond, upon signing of the contract. Details and prerequisites are provided in the Tender Documents.

2. Project Management, Qualifications of key personnel and organizational structure: Profile and expertise of staff proposed to be engaged for the purposes of this project who shall possess relevant previous experience proven by relevant client reference letters. Declaration that the proposed staff will participate in the actual task/project and organizational structure (20)
3. Quality / Safety / Environmental Management: Quality management certificates relevant to the scope of the services, health and safety policy and environmental policy. Documented policies, procedures and objectives related to the systematic provision and upgrade of the requested services. Nomination of dedicated personnel for the implementation of the quality assurance system. ISO certification (4)
4. Net Present Value (NPV) of the 3 years of the Services (60)

Applicants may lodge an appeal before the Contracting Entity, by specifying the legal and real causes that justify their application within a deadline of 10 days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of 15 days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures.

If the appeal is rejected, or no decision is taken within the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Courts as per provisions of Law 3886/2010.
