(hereinafter called ‘AIA’) in compliance with the Airport Development Agreement (ADA) as ratified by Law 2338/1995 (Government Gazette A'202/14.09.95) is inviting companies, groups of companies or consortia to tender for the ‘Flight Information Display System (FIDS) Infrastructure Renewal’ at Athens International Airport ‘Eleftherios Venizelos’.

The Project refers to the renewal of the existing FIDS System Infrastructure at Athens International Airport related to the hardware and software elements to be supplied and installed as follows:— 387 FIDS monitors;— 28 Digital Signage monitors;— 145 Sort Allocation Computer (SAC) monitors.As well as the above, a supply of thirty three (33) spare monitors, including respective controllers, is required.The Project refers to the following:a) The removal of the existing and replacement (supply and installation) of the aforementioned monitors. The new monitors shall be of sizes 32”, 40” or 42”, 46” or 47” and 55”, depending on their application.b) The supply and installation of the controllers' embedded in the respective monitors.In addition, the project includes the supply and installation of 120 speakers, internal or external, for the SAC monitors, as well as the supply of 6 spare speakers.Finally, following the end of the defects liability period and the issuance of the respective project's final acceptance protocol, the Contractor will be responsible to provide maintenance and support services for 5 years.More details are included in the Tender Documents.

Lountzis, Administration Building (17), 190 19 Spata — Greece, in case of fax to: +30 2103537734 and in case of email to the following email addresses: lountziss@aia.gr and copy to biggers@aia.gr In this application the following information is required: — name of company making the application, address, telephone, fax number and the name of a contact person and their email address; — the way the applicant is interested in receiving the Tender Documents i.e. either on a CD by courier or via email. Following the submission of their written application, applicants will receive a copy on CD by courier or by email, as they have requested with their application, in order for them to prepare and submit their Proposals within the time schedule stated under Section IV.3.4. of this Contract Notice i.e. until 17.3.2015, by 15:00 (local time). Applicants shall bear the Tender Documents dispatch costs in case of dispatch by courier. For requirements relating to the economic and financial capacity and/or the technical and/or the professional abilities of the applicant, the latter may where necessary and for a particular contract rely on the capacity of other entities in accordance with the provisions of Article 54 (5) and (6) of Directive 2004/17/EC. The contract will be subject to Greek law. The duration of the contract under Section II.3 includes: — Supply, installation, testing and commissioning, to be complete within 4 months of award; — The remaining duration under Section II.3 is for the Defects Liability Period and 5 years Maintenance and Support services. Applicants will be asked to prove their financial ability to implement the Project in relation to anticipated contract cost by providing bank references and audited accounts for each of the previous 3 financial years.

Τεχνική και επαγγελματική ικανότητα:

Applicants will be asked to provide evidence of a proven track record by means of letters of attestation from the Tenderers' clients, that the monitors (FIDS/Digital Signage/SAC) have been successfully installed by the Tenderer in at least two international airports with a minimum of 400 monitors per airport.

Applicants will be asked to provide evidence that the equipment has been tested, approved and certified by ECE for compliance with EU Standard 2 or EU Standard 3, according to the European Common Evaluation Program (CEP).

Furthermore, applicants will be asked to confirm compliance with AIA's minimum functional and technical requirements such as:

— Detailed Technical specifications for all components;

— Detailed functional requirements for all components;

— Installation process;

— Solution Design;

— Support and Maintenance.

Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:

Applicants will be asked to submit, with their proposals, a Participation Bond, to be returned following award of the contract in accordance with the terms and conditions of the Tender Documents. The awarded Contractor will then submit a Performance Bond, upon signing of the contract. Details and prerequisites are provided in the Tender Documents.

In case applicants form and participate in the tender as a group of companies or consortium, they may be requested to either execute a binding consortium consolidation deed or to form a capital company, prior to contract award, with joint and several liability. Κριτήρια απονομής
Κριτήριο: 1. The MTBF (Mean Time Between Failures): The Tenderers shall declare and guarantee the monitors' (FIDS/Digital Signage/SAC) system MTBF and shall provide the respective formula for the MTBF calculation together with a worked example for reference. For the avoidance of doubt the monitors' system includes the respective controllers and any other hardware components which the system (monitor and controller) consists of (like power supply unit etc.) (25)

Applicants may lodge an appeal before the Contracting Entity, by specifying the legal and real causes that justify their application within a deadline of 10 days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of 15 days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures.

If the appeal is rejected, or no decision is taken within the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Courts as per provisions of Law 3886/2010.
