(hereinafter called ‘AIA’) in compliance with the Airport Development Agreement as ratified by Law 2338/1995 (Government Gazette A'202/14.09.95), is inviting experienced companies, group of companies or consortia to tender for the Procurement, Installation and Maintenance of New Security Tomographers at Athens International Airport ‘Eleftherios Venizelos’.

The scope includes the procurement, installation and maintenance of new security Tomographers in the existing Baggage handling systems of Athens International Airport. For this purpose AIA requires a qualified company to supply and install new technology EDS-CT screening equipment with a throughput comparable to the existing Morpho Detection CTX9000DSi units at AIA and with a minimum throughput of 300 bags per hour per unit in an integrated environment in the North and South baggage halls under one of two scenarios, as follows:Scenario A:— supply and install of two (2) new technology EDS-CT,— provide a detailed design study for the integration of the new layout comprising the two (2) new machines and two (2) existing machines,— ten (10) years support and maintenance including a minimum of two (2) years Defects Liability Period.Scenario B:— Supply and install of four (4) new technology EDS-CT,— Provide a detailed design study for the integration of the new layout comprising the four (4) new machines,— Ten (10) years support and maintenance including a minimum of two (2) years Defects Liability Period.AIA will decide, at its own discretion, which Scenario will be implemented.In addition, the scope includes an Option for the full integration of the screening equipment, which will be based on the detailed design study for either Scenario A or Scenario B. Applicants having the technical capability may, at their own discretion, submit a proposal for this Option. Lountzis, Administration Building (17), 190 19 Spata — Greece, in case of fax to: +30 2103537734 and in case of email to the following email addresses: lountziss@aia.gr and copy to biggers@aia.gr and despotakie@aia.gr In this application the following information is required: — name of company making the application, address, telephone, fax number and the name of a contact person and their email address, — the way the applicant is interested in receiving the Tender Documents i.e. either on a CD by courier or via email. Following the submission of their written application, applicants will receive a copy on CD by courier or by email, as they have requested with their application, in order for them to prepare and submit their Proposals within the time schedule stated under Section IV.3.4) of this Contract Notice i.e. until 8.2.2016, by 15:00 hours (local time). Applicants shall bear the Tender Documents dispatch costs in case of dispatch by courier. For requirements relating to the economic and financial capacity and/or the technical and/or the professional abilities of the applicant, the latter may where necessary and for a particular contract rely on the capacity of other entities in accordance with the provisions of Article 54 (5) and (6) of Directive 2004/17/EC. Περιγραφή των επιλογών:

The scope includes, as an Option, the full integration works for the screening equipment in the baggage handling halls of Athens International Airport, including supply and installation of all equipment (e.g. conveyors, power turns, diverters, bar code readers, cabling, etc.).

Applicants with the technical capability are free to decide, at their own discretion, whether they will submit a proposals for these works or not. It shall be noted that the Option will not be considered under the evaluation of Tenderers' proposals.

Should the awarded Tenderer have submitted a proposal for the Option, AIA will decide, at its own discretion, whether to award the Option to the Tenderer.

Applicants will be asked to prove their financial ability to implement the Project in relation to anticipated contract cost. Such proof will be by the provision of three (3) last fiscal years audited Financial Statements (if these are not available for the last fiscal year, the unaudited Financial Statement only for the last fiscal year) and bank reference.

Applicants will be asked to prove compliance with EU Standard 3.

In addition, applicants will be asked to prove experience in installations of similar scope in at least two international airports of similar or greater passenger volume evidenced by client attestations.

Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:

Applicants will be asked to submit, with their proposals, a Participation Bond, to be returned following award of the contract in accordance with the terms and conditions of the Tender Documents. The awarded Contractor will then submit a Performance Bond, upon signing of the contract. Details and prerequisites are provided in the Tender Documents.

Applicants may lodge an appeal before the Contracting Entity, by specifying the legal and real causes that justify their application within a deadline of ten (10) days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of fifteen (15) days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures.

If the appeal is rejected, or no decision is taken within the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Courts as per provisions of Law 3886/2010.
