Skills utilisation and formation: learning cultures in enterprises
The purpose of the contract is, by means of case studies of enterprises, to understand how skills utilisation and formation (via non-formal and informal learning activities) approaches adopted by successful European organisations relate to their product market strategies, organisational values and targets.
To do so, the analysis should pay closer attention to the following issues:
i) investigate how the overall culture (values, beliefs and attitudes) of the enterprises surveyed and of the sectors in which they operate influences the management's vision about skills utilisation and skills formation and shapes their choice of workplace organisation, job design and nature of industrial relations (including the role and empowerment of workers within the enterprise);
ii) how the above elements influence the adoption of different types or bundles of human resource practices (e.g. recruitment, performance appraisal, provision of financial and non-monetary incentives, job design) and the effectiveness of enterprises in using the skills of their human resources;
iii) explore in depth any elements, ingredients and success factors that may have contributed towards the improvement of an enterprise's utilisation of its human resources;
iv) highlight key factors and initiatives that stem from the case studies, which concern the establishment of an effective skills utilisation-organisational culture nexus, that could be further investigated by means of a quantitative survey of European enterprises.
