(hereinafter called ‘AIA’) in compliance with the Airport Development Agreement (ADA) as ratified by Law 2338/1995 (Government Gazette A'202/14.09.95) is inviting companies, groups of companies or consortia to express their interest for the provision of ‘Market Survey Services’ at Athens International Airport ‘Eleftherios Venizelos’.

All parties interested in receiving the relevant Tender Documents are invited to participate in the following process. Applicants are requested to submit a written application (either by letter, fax or email) until 16.8.2016. The written application should carry the indication ‘Application regarding the Market Survey Services’ and should be addressed in case of letter to: Athens International Airport S.A., Administration Building (17), Procurement Department, for the attention of Mr. S. Lountzis, GR-Spata 190 19, Greece, in case of fax to +30 210 35 37734 and in case of email to the following email addresses: LountzisS@aia.gr and copy to BiggerS@aia.gr. In this application the following information is required: — Name of company making the application, address, telephone, fax number and the name of a contact person and his/ her email address. — The Lot(s) for which it is making the application. Following the submission of their written application, applicants will receive a copy of the Tender Documents by email, in order for them to prepare and submit their Proposal(s) within the time schedule stated under Section IV.3.4 of this Contract Notice i.e. until 1.9.2016, by 15:00 hours (local Greek time). AIA reserves the right not to proceed with the contract at any stage of the tender process and the applicants shall not be entitled to any compensation. AIA reserves the right, after the expiry of the two (2) years contract period, as per section II.3 above, to extend each or both of the contracts for one (1) plus one (1) additional years at its sole discretion. The contract will be subject to Greek Law.

The Tracking Market Surveys include the following categories, which are presented with the indicative yearly sample size and the frequency of collection:
Purchasing Behaviour Survey, 2 500, bi-annually;
Parking Facilities Survey, 1 500, annually;
Airport's Image Survey, 1 500, annually;
Local Communities Survey, 1 000, bi-annually;
Price Audit Survey, 450, annually.
The scope of the Market Survey Services includes rolling surveys, aiming to identify trends throughout the year and tracking surveys, targeting attitudes, habits and awareness on a year-to-year basis.
These Services are divided into the following two (2) Lots, as stipulated in paragraph II.1.8 above, and as further detailed in Annex B:

Applicants will be asked to prove their financial ability to undertake the project in relation to anticipated contract cost (in case of group of companies or consortium by each individual member) by providing three (3) last fiscal years audited Financial Statements (if these are not available for the last fiscal year, the unaudited Financial Statements only for the last fiscal year) and bank reference.

Τεχνική και επαγγελματική ικανότητα:
Proof must be provided by applicants separately for each Lot in which they have expressed their interest, as follows:
For Lot 1:
1.Experience in large scale projects:
At least one (1) large scale project with minimum 10 000 interviews, executed in the past 5 years.
2. Experience in transportation, travelling, tourism projects:
At least two (2) market survey projects related to transportation and/ or travelling and/ or tourism (e.g. Cruise lines, Metro/ Train, Airlines, Airports, Car rentals), executed in the past 5 years
3. Experience in Real-Time collection, transmission and accessibility of data and relative infrastructure for supporting real-time platform:
At least one (1) project requiring ‘Real Time Information’ systems, executed in the past 5 years.
For Lot 2:
Experience in transportation, travelling, tourism projects:
At least two (2) market survey projects related to transportation and/ or travelling and/ or tourism (e.g. Cruise lines, Metro/ Train, Airlines, Airports, Car rentals) executed in the past 5 years.

Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:
Applicants will be asked to submit for each Lot, with their proposals, a Participation Bond, to be returned following award of the contract in accordance with the terms and conditions of the Tender Documents. The awarded Contractor for each Lot will then submit a Performance Bond upon signing of the contract. Details and prerequisites are provided in the Tender Documents.

Πληροφορίες για τις προθεσμίες προσφυγής:
Applicants may lodge an appeal before the Contracting Entity (AIA), by specifying the legal and real causes that justify their application within a deadline of ten (10) days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity (AIA) is obliged to decide justifiably, within a deadline of fifteen (15) days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures.

If the appeal is rejected, or no decision is taken within the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Courts as per provisions of Law 3886/2010.
