(hereinafter called ‘AIA’) in compliance with the Airport Development Agreement (ADA) as ratified by Law 2338/1995 (Government Gazette A'202/14.09.95) is inviting companies, groups of companies or consortia to tender for the ‘Procurement and Installation of an Advanced Visual Docking Guidance System (A-VDGS) at AIA's MTB Parking Stands’ at Athens International Airport ‘Eleftherios Venizelos’.

The Project includes the procurement and installation of fourteen (14) new, state of the art, Advanced Visual Docking Guidance System (A-VDGS) units at the MTB Stands of Athens International Airport, required due to the increased traffic associated with larger aircraft types (mainly A330).Indicatively, the Contractor shall be required to:— Provide and install one unit at each stand, mounted on the façade of the MTB with associated supporting frames, having the capability to safely handle angled centrelines or parallel centrelines.— Provide a system that shall:— have the capability to stop any aircraft that will enter on the wrong lead in line due error.— be able to be used in all visibility conditions.— be able to detect any object being present in the gate area within at least 65m from the unit and in the unit scanning angle.— provide guidance to the pilots for any distance between the unit and the aircraft nose in the range of at least 65 m.— Install power cables and provide a new interface between UFIS and the A-VDGS system.— Provide and install software for connection of A-VDGS with the UFIS.— Remove the existing CCTV cameras located at the MTB AGNIS / PAPA poles and supply and install new high resolution cameras which shall be integrated into AIA's CCTV network.— Demolish and remove the existing AGNIS/PAPA parking system.— Remove the existing and install new apron markings.In addition, the Contractor may be required to supply and install up to twenty seven (27) additional A-VDGS units. This option will be implemented solely at AIA's discretion.More details are included in the Tender Documents.

Indicatively, the Contractor shall be required to:

— Provide and install one unit at each stand, mounted on the façade of the MTB with associated supporting frames, having the capability to safely handle angled centrelines or parallel centrelines.

— Provide a system that shall:

— have the capability to stop any aircraft that will enter on the wrong lead in line due error.

— be able to be used in all visibility conditions.

— be able to detect any object being present in the gate area within at least 65m from the unit and in the unit scanning angle.

— provide guidance to the pilots for any distance between the unit and the aircraft nose in the range of at least 65 m.

— Install power cables and provide a new interface between UFIS and the A-VDGS system.

— Provide and install software for connection of A-VDGS with the UFIS.

AIA reserves the right, as an option, to award to the Contractor up to an additional twenty seven (27) A-VDGS units at the Satellite Terminal Building and Remote Stands of Athens International Airport.

Such option shall be exercised by AIA at its sole discretion, either partially or in total, until latest 31.12.2017.

Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:

Applicants will be asked to submit, with their proposals, a Participation Bond, to be returned following award of the contract in accordance with the terms and conditions of the Tender Documents. The awarded Contractor will then submit a Performance Bond, upon signing of the contract. Details and prerequisites are provided in the Tender Documents.

In case applicants form and participate in the tender as a group of companies or consortium, they may be requested to either execute a binding consortium consolidation deed or to form a capital company, prior to contract award, with joint and several liability. Applicants may lodge an appeal before the Contracting Entity, by specifying the legal and real causes that justify their application within a deadline of ten (10) days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of fifteen (15) days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures.

If the appeal is rejected, or no decision is taken within the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Courts as per provisions of Law 3886/2010.
