Athens International Airport S.A. (hereinafter called ‘AIA’) in compliance with the Airport Development Agreement as ratified by Law 2338/1995 (Government Gazette A'202/14.09.95), is inviting companies, group of companies or consortia to tender for the ‘Procurement, Installation and Maintenance of the New Automated Border Control System and Gates’ at Athens International Airport ‘Eleftherios Venizelos’.

The scope includes the supply, installation, programming and putting into operation the following:— Six (6) automated border control 2-step man trap gates— Four (4) monitoring stations.— Four (4) mobile monitoring devices.— One(1) station for H/W and S/W administration and monitoring (located in the Hellenic Police premises at the airport).— All required servers, databases and storage.The implementation of the ABC system shall indicatively include:— Provision of gates with mechanical doors having the ability of manual operation by Hellenic Police.— Peripheral devices necessary for the scanning, alerting, security/safety modules, in order the passenger/user to perform the passport control process.— Any required equipment, interface and software for integration with Hellenic Police systems and databases.— Software, along with the respective licenses.— Software customization of the application.— An administrative/ management tool.— Performing necessary tests to demonstrate and ensure proper operation.— Supply of documentation.— Perform knowledge transfer and provide training material.— Provision of alerting mechanisms.— Onsite installation and post rollout support and maintenance services.— 24/7 service desk support— Provision of safety stock of critical spares on-site for immediate hardware fault rectification.— Submission of periodic reports concerning Service Level Agreement and service utilization.More details will be included in the Tender Documents which will be dispatched to the interested applicants.

In this application the following information is required: — name of company making the application, address, telephone, fax number and the name of a contact person and its email address. Following the submission of their written application, applicants will receive a copy of the Tender Documents by email in order for them to prepare and submit their Proposals within the time schedule stated under Section IV.3.4. of this Contract Notice i.e. until 8.11.2016, by 15:00 hours (local time). Applicants shall bear the Tender Documents dispatch costs in case of dispatch by courier. For requirements relating to the economic and financial capacity and/or the technical and/or the professional abilities of the applicant, the latter may where necessary and for a particular contract rely on the capacity of other entities in accordance with the provisions of Article 54 (5) and (6) of Directive 2004/17/EC of the European Parliament and of the Council . The contract will be subject to Greek law. The duration of the contract under Section II.3 includes: — Supply, installation and commissioning; — Two (2) years Defects Liability Period; — Three (3) years support and maintenance, after DLP. AIA reserves the right not to proceed with the contract at any stage of the tender process and applicants shall not be entitled to any compensation. Applicants will be asked to prove their financial ability to implement the Project in relation to anticipated contract cost. Such proof will be by the provision of three (3) last fiscal years audited Financial Statements (if these are not available for the last fiscal year, the unaudited Financial Statement only for the last fiscal year) and bank reference.

Τεχνική και επαγγελματική ικανότητα:

Applicants will be asked to prove product suitability by providing a proven track record, by means of letters of attestation from the applicants' clients, that the ABC System & Gates has been successfully installed by the Tenderer and currently in operation in at least two (2) international airports in Europe and OECD countries serving ten (10) million or more passengers per annum for each airport. Moreover, the tenderer should have a minimum installation of fifteen (15) ABC System & Gates in total, regardless the number of international airports in Europe and OECD countries that they have been installed.

Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:

Applicants will be asked to submit, with their proposals, a Participation Bond, to be returned following award of the contract in accordance with the terms and conditions of the Tender Documents. The awarded Contractor will then submit a Performance Bond, upon signing of the contract. Details and prerequisites are provided in the Tender Documents.

Πληροφορίες για τις προθεσμίες προσφυγής:

Applicants may lodge an appeal before the Contracting Entity, by specifying the legal and real causes that justify their application within a deadline of ten (10) days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of fifteen (15) days from the exercise of the appeal, and, if it renders the appeal valid, it takes the appropriate measures.

If the appeal is rejected, or no decision is taken within the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Courts as per provisions of Law 3886/2010.
