Lot 1 includes the execution of collection, transportation, treatment and disposal of solid non-hazardous waste at Athens International Airport.

More details are provided in section 3 below.

Ποσότητα ή έκταση:

In brief, the scope of the solid non-hazardous waste management services includes indicatively the following major types of waste categories:

— Municipal waste;

— Mixed waste (to be sorted at approved sorting plants);

— Recyclable waste (e.g. paper, glass, plastic, wood, metal, aluminium cans);

— Food remains from international flights (Category 1 as per EK 1069/2009);

— Bio waste (waste from landscaping maintenance activities and organic waste coming from food preparation);

— Sludge (from Sewage Treatment Plant);

— Animal by-products (e.g. goods requiring destruction from customs or cargo companies Category 2 and 3 as per EK 1069/2009);

— Construction and Demolition waste.

The services to be provided for the management of the above waste types are as follows:

— Administration, organisation and handling of the Services for the above types of waste for the entire Airport complex, including the Recycling Programme in the Municipality of Spata-Artemis.

— Systematic collection, temporary storage at the WTSA, weighing and transportation to authorised final disposal/treatment facilities (treatment refers to sorting, recycling, reuse, composting, waste to energy, etc.) of solid (non-hazardous from all sources across the Airport site as well as the Spata-Artemis schools where AIA's Recycling Programme is implemented.

— Immediate response to emergency situations and waste handling during adverse conditions (e.g. landfill closures for a significant duration (i.e. more than three (3) weeks), heavy snowfall and other extreme weather conditions).

— Development and implementation of new initiatives for the maximisation of recycling.

— Detailed and regular data collection and reporting for every waste producer and for every type of waste (e.g. dates and times, quantities and other information relevant to billing) in a database provided, maintained and operated by the Contractor.

— Coordination of waste management activities with the authorities, contractors, subcontractors, concessionaires, other Third Parties and AIA.

— Proper housekeeping and maintenance of all collection points, refuse areas, storage areas, vehicles, containers, etc.

— Proper maintenance and housekeeping of the WTSA (area used by the Contractor) within the Airport premises (e.g. offices, weighing scale, parking of containers and vehicles, etc.).

— Ad hoc provision of services to municipalities, communities or other institutions (e.g. local associations) upon request by AIA.

— Proper maintenance at all times of the quality of work as per the Service Performance Level (SPL) described in Section 4.

All service activities will be subject to and in accordance with the operational requirements of the Airport and in-line with the Civil Aviation Authority, Greek State and European regulation framework.

Note: For indicative purposes only (without establishing any type of obligation), in 2015 Athens International Airport generated 11 081 tons of solid (non-hazardous waste) from which 2 536 tons were municipal type, 3 254 tons recyclables, 4 445 tons mixed waste, 353 tons biowaste and 493 tons of sludge.

Lot 2 includes the execution of collection, transportation, storage, treatment and disposal of hazardous/ medical waste at Athens International Airport.

In brief, the scope of the hazardous/ medical waste management which will include, but is not limited to the following waste categories according to Common Ministerial Decision Η.Π. 13588/725/2006 (in compliance with Council Directive 91/689/EEC): 0201, 0604, 0706, 0801, 0803, 0804, 1203, 1301, 1305, 1307, 1406, 1501, 1502, 1601, 1603, 1605, 1606, 1607, 1610, 1703, 1705, 1801, 1902, 1908, 2001:

— Aqueous washing liquids;

— Aqueous waste from oil water separator;

— Contaminated soil;

— Derubberization sludge;

— Derubberization wastewater;

— Electronic waste;

— Fuels contaminated with chemicals;

— Grease and oil mixture from oil/water separator;

— Maintenance waste;

— Medical waste;

— Off spec. fuel;

— Paint waste and varnish residues;

— Sludge from Industrial Wastewater Treatment Facility;

— Sludge from oil water separator;

— Tar and asphalt residues;

— Waste types disposed through alternative management systems — used batteries; used oil and lubricants; electronic waste; packaging/containers from oil/ lubricants.

The services to be provided for the management of the above waste types, are as follows:

— Systematic collection, labelling, packaging, temporary storage, weighing and transportation to authorised/licensed final disposal/treatment facilities (treatment refers to recycling, regeneration, etc.) of waste from all sources across the Airport site;

— Immediate response to emergency situations and waste handling during adverse conditions (e.g. heavy snowfall, spills of hazardous materials, etc.);

— Implementation of initiatives for the alternative management of waste;

— Detailed and regular data collection and reporting for every waste producer within the Airport site and type of waste (e.g. quantities, billing information);

— Coordination of activities with the authorities, contractors, subcontractors, concessionaires, AIA, alternative management systems and other third parties regarding operations, management, documentation (e.g. obtaining certificates of disposal, coordination of pick-up schedule, provision of access to collection points, etc.);

— Proper housekeeping and maintenance of all collection points, temporary storage areas, vehicles, equipment, containers, etc;

— Proper maintenance and housekeeping of the facilities that fall under the responsibility of the Contractor;

— Systematic collection, labelling, packaging, temporary storage at the HAZMAT Room, weighing and transportation to authorised/ licensed final disposal/ treatment facilities/ temporary storage (treatment refers to recycling, regeneration, etc.) of hazardous/ medical waste (from hereon in referred to simply as waste) from all sources across the Airport site;

— Immediate response to emergency situations and waste handling during adverse conditions (e.g. heavy snowfall, extreme cold, spills of hazardous materials, etc.);

— Coordination of activities with all authorities, contractors, subcontractors, concessionaires, other Third Parties, Alternative Management Systems, AIA, etc. regarding operations, management, documentation (e.g. obtaining certificates of disposal, licences, coordination of pick up schedule, provision of access to collection points, etc.);

— Proper maintenance and housekeeping of the WTSA (area used by the Contractor), electric and/or electronic waste storage room at MTB and the HAZMAT Room within the Airport premises;

— Proper maintenance at all times of the quality of work at the level of the Service Performance Level (SPL) as described in Section 4.

Applicants will be asked to prove their financial ability to undertake the Services in relation to anticipated contract cost by providing three (3) last fiscal years audited Financial Statements (if these are not available for the last fiscal year, the unaudited Financial Statement only for the last fiscal year) and bank reference.

Τεχνική και επαγγελματική ικανότητα:

For Lot 1, applicants will be required to submit proof of previous experience in the provision of Solid Non-hazardous Waste Management Services, which is mandatory. In order to satisfy this requirement, applicants must provide client statements demonstrating a minimum of two (2) years of experience in projects requiring the provision of solid non-hazardous waste management services for major infrastructure (airports, seaports, railways stations, athletic venues, etc.) and/or small cities (approximately 15 000 inhabitants).

For Lot 2, applicants will be required to submit proof of previous experience in the provision of Hazardous/Medical Waste Management Services, which is mandatory. In order to satisfy this requirement, applicants must provide client statements demonstrating a minimum of two (2) years of experience in projects requiring the provision of Hazardous/Medical waste management services for major infrastructure (airports, seaports, railways stations, athletic venues, etc.) and/or industrial facilities.

In addition, for both Lots, applicants will be asked to provide proof that all licenses required by law for the execution of the works (collection and transportation of the waste as well as temporary storage/final disposal and treatment) as per the Scope of Services for each type of waste are valid on the day of submission of their tender proposal. Evidence of timely application for renewal of a license is acceptable, however evidence of initial application for issuance of a license will not be accepted.

Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:

Applicants will be asked to submit for each Lot, with their proposals, a Participation Bond, to be returned following award of the contract in accordance with the terms and conditions of the Tender Documents. The awarded Contractor for each Lot will then submit a Performance Bond, upon signing of the contract. Details and prerequisites are provided in the Tender Documents.

Applicants may lodge an appeal before the Contracting Entity, by specifying the legal and real causes that justify their application within a deadline of ten (10) days, after taking notice in any way whatsoever of the illegal action or omission in the course of the tender. The appeal is communicated, care of the petitioner, to any entity affected by any total or partial acceptance of the appeal. No exercise of appeal versus an act, which accepts in whole or in part an appeal by another person, is required. The Contracting Entity is obliged to decide justifiably, within a deadline of fifteen (15) days from the exercise of the appeal and, if it renders the appeal valid, it takes the appropriate measures.

If the appeal is rejected, or no decision is taken within the deadline, the appeal is deemed to have been rejected and a petition for injunction may be lodged before the competent Courts as per provisions of Law 3886/2010.
