A detailed Time Schedule will be provided in the next Tender phase with specific timing required for parts of the works within the overall duration. 3) The time limit indicated in IV.3.3) of present Notice has to be considered as time limit for submission of requests for any clarification. There is no specification or additional document at this stage. Instructions will be issued to Candidates who are selected to be invited to participate in the Tender.

The incoming pipeline has a design pressure around 170 barg.The fiscal metering station in Italy could include the following main process elements:— inlet scrubbers,— electric Heaters,— pressure control valves,— ultrasonic type Meter runs,— sampling and analysing systems,— pressure safeguarding system.The main facilities will be supported by the required systems, equipment and site-wide infrastructure which will also be included in the scope of this EPC contract.

Supply, installation and commissioning of the turbo-compressor units shall be by Others The EPC scope includes all site-wide infrastructure to support the turbo-compressor units.The stations are each sized for approximately 2 500 000 standard cubic meters per hour, Suction pressures are in the order of 44 barg and discharge pressures are in the order of 97 barg for one station and 149 barg for the other.

Candidates are required to submit the following concerning the situation of economic operators:

— Registration Document from an official Professional Institution in compliance with the Law of the country where the base or a legally operating department of the economic operator is established. The document shall declare the capability of the economic operator to undertake relevant works. In the absence of such document, it will be replaced by a declaration on oath made by the economic operator or in case that such a declaration is not foreseen, declaration in front of judicial or administrative authority, notary public or competent professional body, in the country of origin or registration of the economic operator,

— Company Statutes, according to the legislation of the country where the economic operator is registered,

— Declaration of the Candidate’s decision to participate in the selection to negotiate and appointment of Legal Representative(s) authorized to represent the Candidate,

— Declaration of acceptance for the appointment by the Legal Representative of the Candidate,

— Binding statement from all the economic operators that they agree to participate in the selection to negotiate. The statement shall indicate the part of the scope that the economic operator intends to undertake,

— Full contact details of Legal representative,

— Declaration, for each economic operator stating that:

(i) It has not been convicted for anything related to its professional integrity and behaviour.

(ii) It has not committed a serious professional misdeed.

In case that the documents are not prepared in English, they shall be accompanied by official translation in English. The Contracting Entity reserves the right to exclude from invitation to tender, any candidate that it reasonably considers has or may have a conflict of interest with the objectives of the Contracting Entity. Economic Operators that are governed by the law of a Third Country (Non Member State) may participate, provided that the E.U. has signed multilateral or bilateral agreements that assure a corresponding and essential access of Member State undertakings in the markets of the said Third Countries.

Οικονομική και χρηματοοικονομική κατάσταση:

Candidates shall submit declarations for each economic operator that:

(i) It is not in a state of bankruptcy, under liquidation, obligatory management, compromise, or any other similar situation resulting from a similar procedure and that no procedure has been instigated against the economic operator for declaration in bankruptcy, obligatory management, compromise or any other similar situation or resulting from any other similar procedure.

(ii) It has fulfilled its obligations, relating to the payment of Social Security contributions;

(iii) It has fulfilled its obligations relating to the payment of taxes, according to the Legislation of the country where it is established.

In case that the documents are not prepared in English, they shall be accompanied by official translation in English.

Candidates shall submit audited annual accounts for the past 3 years for each economic operator and shall demonstrate financial management capabilities required for funding the works. Candidates with an average annual turnover of the past 3 years lower than 150 % of the estimated lot value, for which they request to participate, shall not be invited to tender. In case of Joint Venture or Consortium, the average turnover of the past 3 years for the candidate shall be assessed as the sum of the average annual turnover for each member.

Τεχνική και επαγγελματική ικανότητα:

Track record of performing similar activities in past 8 years.

Candidates shall demonstrate proven experience and references for relevant works: EPC contracts for compressor and/or metering stations (as appropriate) associated with high pressure and capacity gas pipelines.

Any Candidate that has not successfully completed works of comparable scale, technical scope and complexity over the last eight years shall not be invited to tender.

Any candidate that has not completed a Compressor station with compression power of at least 50 MW (design pressure of at least 75 barg) and a Metering Station with design pressure of at least 75 barg and capacity of at least 500,000 Sm3/h shall not be invited to tender.

Candidates shall demonstrate their own track record in relation to the above; candidates shall not rely on the track record of other entities.

Candidates shall provide complete and meaningful profiles of economic operators. Candidates who are invited to tender shall as part of their core business regularly perform works of the same nature as those requested by the Contracting Entity and shall be widely recognized as providers of such works.

Demonstration of Resources

Candidates shall indicate and demonstrate access to in-house resources. Candidates shall clearly indicate any presented resources that are external and shall identify the source of such.

Candidates shall demonstrate adequate management, design, procurement and quality management systems in place to undertake the project activities.

QA/QC and HSE certification:

Candidates shall demonstrate compliance of their QHSE management systems with recognized standards.

Candidates shall submit their safety record over the last 3 years including annual rate of injury and death of personnel.

Notwithstanding any selection for invitation to tender, the Contracting Entity reserves the right to consider as contract award criteria the detailed capability of the Candidate in relation to the detailed scope.

Εκτέλεση της σύμβασης
Απαιτούμενες καταθέσεις και εγγυήσεις:

At the next stage of this call, the selected candidates will be invited to a tender and submit their bids. After conclusion of the bids evaluation the successful bidder will be required to provide, in accordance with the draft included in the Tender Documents, in Greek or English language:

— a bond equal to 5 % of contract price issued by a bank operating within member states of EU, valid up to the signature of the contract, and

— a Performance Bond, amounting to 10 % of the total value of the contract, upon signature of the contract and valid until final acceptance of the works.

Νομική μορφή που πρέπει να λάβει ο όμιλος οικονομικών φορέων στον οποίο πρόκειται να ανατεθεί η σύμβαση:

Candidates may be either an individual company or a grouping of companies. In case of Joint Venture or Consortium all members shall demonstrate experience on EPC of Compressor and/or Metering Stations for high pressure gas pipeline projects as appropriate.

If the contract is awarded to a grouping of economic operators, the legal form required by the grouping shall be:

— a main contractor to whom the contract is awarded with named subcontractors/suppliers for whom the main contractor is responsible.

— a Joint Venture of economic operators or

— a Consortium of economic operators.

The legal formation will be required prior to any award but is not required for this call for participation or the

Subsequent negotiation. Candidates shall however be required to demonstrate agreements to legally form any proposed grouping of economic operators, during their submission to this Contact Notice.

Joint Ventures and Consortia shall nominate an economic operator as Leader. A company which participates as a member of the Joint Venture or Consortium of companies shall not participate in the tender individually.

Reputable, widely recognized and suitably accredited contractors are sought.
