Athens International Airport S.A. (hereinafter called AIA) in compliance with Article 13 of the Airport Development Agreement (ADA) as ratified by Law 2338/1995 (Government Gazette A'202/14.09.95) and amended and ratified by virtue of Law 4594/2019 (Government Gazette Α΄29/19.2.2019), and amended and ratified by virtue of Law 4594/2019 (Government Gazette Α΄29/19.2.2019), and the stipulations of the applicable legislation, intends to grant to Airport Users operating at Athens International Airport ‘Eleftherios Venizelos’ (hereinafter called the ‘Applicants’) Airport Rights for self-handling, in relation to the into-plane fuel handling services at Athens International Airport ‘Eleftherios Venizelos’.
The successful Applicants will undertake the financing, the procurement of the necessary equipment and the operation related to the carry out of those services.
AIA intends to award two (2) Airport Rights for the aforementioned category of ground handling services.

All parties interested in receiving the Airport Right(s) for self-handling related to the aforementioned services are invited to participate in the following process: Applicants are requested to submit an application letter in a sealed envelope until 30 August 2021 by 15.00 hours (local time). The letter should carry the indication ‘Application letter for the Selection of Into-Plane Fuel Handling Services for Self-handlers at Athens International Airport’ and should be addressed to the AIA Procurement Department, to the attention of Mr. Spiros Lountzis, Administration Building (17), 190 19 Spata, Greece. Following the submission of the application letter, the applicants will be notified in writing to receive the RfA documents with additional information related to the content of the relevant services in order to develop their operational and business plans as requested in AIA's Local Ground Handling Regulation (Access Conditions paragraph 5a) and provide information for evaluation as per the relevant criteria set in Article 8 par. b.i of the same. Only applications submitted by the aforementioned date will be considered by AIA for evaluation. All correspondence, applications and documents required, should be conducted in English. However, documentation related to the pre-requisites of Article 4 of the Basic Ground Handling Regulation should be in both English and Greek languages. Applicants may be requested to supply additional information and to attend interviews. AIA reserves the right not to proceed with the contract at any stage of the Application process. Renewal is at AIA's sole option and subjects to specific conditions and approvals as further specified in the RfA documents. The contract will be subject to Greek Law. The date under section IV.2.7) is indicative only. The scope of this contract notice is not regulated under the Directive 2014/25/EU.

The Airport Rights, are granted in accordance with:
— Article 13 of the Airport Development Agreement (ADA), which was ratified by Law 2338/1995 (Government Gazette A' 202/14.09.95);
— the stipulations of EU Directive 96/67 and its implementation into Greek Law by Presidential Decree 285/98(Government Gazette A' 207/07.09.98);
— the Basic Ground Handling Regulation (Ministerial Decision No D3/B/16067/3831, Government Gazette B'1138/03.06.11;
— AIA's Local Ground Handling Regulation (Ministerial Decision No B/37696/6702, Government Gazette B'1836/05.10.99).
More specifically, these Airport Rights are granted in accordance with the procedures of Articles 4 and 6 of the Basic Ground Handling Regulation and of Articles 5, 6 and 8β of the Local Ground Handling Regulation.
Εκτέλεση της σύμβασης

The applicants will be asked to submit with their proposals a participation bond, to be returned following award of the contract, in accordance with the terms and conditions of the RfA documents. The awarded Applicants will then submit a performance bond upon signing of the contract.
