The scope of the Call concerns the materialization of the MENA Matchmaker 2 technical intervention in Jordan that will be increasing the utilization of the Wadi Shuayb Wastewater Treatment Plant outflow, powered by solar energy, for efficient irrigation while promoting entrepreneurship opportunities for local, particularly female, farmers in agribusiness. Working at the intersection of water engineering and crop cultivation science towards income generation, the intervention in Wadi Shuayb will demonstrate the technical and economic feasibility of the WEFE Nexus approach coupled with low-cost and low-energy Nature-based Solutions for water treatment such as constructed wetlands, to upgrade the quality of treated wastewater prior to be reused in farming while contributing to the local water budget, thus decreasing consumption of potable water needed for domestic uses. BUDGET CEILING: EUR 190.000 inclusive of all taxes, final total amount will be determined upon work completion.

Σύντομη περιγραφή:

This Assignment is to be performed by any natural or legal person or entity who meet the legal, financial and technical conditions laid down in this Call where they possess adequate professional experience and capacity which will be selected under the described procedure.

The details of the Assignment and the selection procedure are defined in the CALL document and the related TORs.

Offers must be submitted for the entire Assignment. Offers for part of the Assignment, will not be accepted.

The Project budget amounts to the maximum sum of Euros 190.000*, inclusive of all taxes and VAT. This amount includes all costs, taxes, VAT and any other amount payable or cost that may be required for the completion and submission of an offer. All sums will be payable in Euros.

*The final total amount will be determined upon measuring of the total works performed.

The Participants shall bear all costs associated with the preparation and submission of their offer. The Contracting Authority will in no case be responsible or liable for such costs, whatever the conduct or outcome of the procedure. The Contracting Authority will neither be responsible for, nor cover, any expenses or losses incurred by the Participants for any site visits and inspections or any other aspect of their offer.

Awarding criterion: the most economically advantageous offer based on the best quality / price ratio.

• The Participants must be licensed to perform work in Jordan.

• The Participants must provide proof of their average annual turnover for the last three (3) fiscal years being at least equivalent to the maximum amount of this Call. The applicant should provide the Financial Statements (Income Statement and Balance Sheet) of the last three years duly certified by a Public Accountant, and with authentication of receiving by the Government’s Internal Revenue Authority. Include any indication of credit rating, industry rating, etc.

• The Participants must present a minimum duration of operation of ten (10) years in contracted technical interventions. Proof to be provided by the related chamber (date of registration).

Failure to comply with the above requirements and provide relevant proof with the application is considered ground for exclusion.

Award Criteria (to be evaluated)

The evaluation of the qualified -according to the previous criteria- offers will be made as follows and based on the requirements and information requested below:

• Company Profile: Provide a brief description of the Participant, its legal mandates/authorized business activities, the year and country of incorporation, types of activities undertaken, approximate annual budget, environmental management systems or standards etc.

• Understanding of the Assignment Context: The Participants must provide a maximum 3-page Work Method Statement describing the work to be performed and a timeframe based on the ToR.

• Compliance specifications sheet: The Participants must provide a Letter of Compliance with the technical specifications and the procedures described in the ToR.

• Previous experience: The participants must provide a list of three (3) completed assignments of similar (comparable) nature, complexity and size to those requested in the Call. The applicant should provide a list of those assignments with the following details for each one of them
